Prop. 23 Backers File Challenge Over Wording. Backers of a voter
initiative to suspend California's landmark climate change law
have filed a legal challenge to the wording of the rollback
measure. In legal papers filed Tuesday, the Yes on Proposition 23
committee alleged that the state attorney general's office used
misleading and unfair descriptions in voter materials. Proponents
of the climate change law, or AB 32, said the court filing is
another smoke screen from a group backed by out-of-state oil

Oil Industry Is Driving Force Behind Proposition 23's Attack On
California's New Greenhouse Gas Regulation. If a ballot
initiative is known by the company it keeps, we should be just a
teeny bit suspicious of Proposition 23, the Nov. 2 measure
designed to eviscerate California's new greenhouse gas
regulation. The driving force behind the initiative is the oil
industry, which has contributed more than $2.3 million to getting
it passed. The biggest single contributor is San Antonio-based
Valero Energy ($1.05 million, according to the latest state
campaign disclosures), with San Antonio-based Tesoro Corp. in

Cap-And-Trade Program. The Western Climate Initiative would cut
greenhouse gas emissions 15% below 2005 levels by putting

Our View: Breathe Easier: We Dodged Climate Bullet. After
scaling back ambitious plans to cap and effectively tax
greenhouse emissions in nearly every industry, Senate Democrats
recently conceded they couldn't get the necessary 60 votes to
pass even a bill to regulate only electric utilities. The failure
to impose a cap-and-trade regimen before the August recess is a
major loss for the Obama administration, which deemed the bill

California is forming a cross-agency group to figure how to
improve the rollout of plug-in electric vehicles, a top state air

Changes Proposed To California Emission Regulations. New
emission regulations for transport refrigeration units on trucks
that operate in California are causing headaches for
owner-operators and others involved in transporting fresh
produce. Although the California Air Resources Board — which
developed and enforces the regulations — is looking to amend the
rules again to make things easier, it is also looking at stricter
enforcement, possibly holding brokers, wholesalers and anyone who
make transportation arrangements responsible for trucks that do
