Dow Chemical Standing Apart From Industry On Cap And Trade. As
the climate bill sponsored by Reps. Henry Waxman (D-Calif.) and
Ed Markey (D-Mass.) headed for a showdown in the House last year,
critics warned that the energy-intensive U.S. chemical industry
would be among the primary victims of a cap-and-trade carbon
regime. Now, with time running out on climate legislation in the
Senate, officials of Dow Chemical Co., the largest American
chemical company, continue to call for a bill that would set a
price on carbon emissions. Posted.

Will China's Consumer Wants Worsen Climate Change? China, which
is closing inefficient coal plants and making more fuel-efficient
cars, is often seen as the world's superpower in developing wind
and solar energy. But despite these eco-efforts, will its surging
demand for consumer goods worsen climate change? Yes, suggests an
interesting article in today's New York Times. Posted.

How Climate Change Attitudes Affect the Gov Race. Barely noticed
in the stories that ran last week based on a Reuters /Ipsos poll
(that showed Democrats Jerry Brown and Barbara Boxer with
“narrow” leads in their races for governor and U.S. Senate) was
this nugget in the piece by Steve Holland of Reuters: “The survey
also found a wide disparity between the parties about the state’s
climate change and environmental regulations. Posted.

Dutch Agency Takes Blame For Error In UN Report, But Says
Climate Change Is Already Happening. The Hague, Netherlands - A
leading Dutch environmental agency, taking the blame for one of
the glaring errors that undermined the credibility of a seminal
U.N. report on climate change, said Monday it has discovered more
small mistakes and urged the panel to be more careful.

NZ Carbon Price System Hikes Household Costs. Wellington, New
Zealand—New carbon-trading laws intended to reduce
climate-changing pollution emissions took effect Thursday in New
Zealand, immediately sending gas prices higher. Under the scheme,
companies are given a pollution allowance, an amount of
greenhouse gases they can emit without penalty. If they emit more
than allowed, they must buy credits from a company that emits
less than permitted and has a surplus to sell. Posted.

EMISSIONS

CARB OKs $200 Million in Emissions Funding. The California Air
Resources Board has awarded $200 million in Proposition 1B funds
to help cut emissions from heavy-duty trucks and other sources in
the state’s four busiest trade corridors. The Los Angeles/Inland
Empire, Central Valley, Bay Area and San Diego/Border regions
received the money from the funding approved in a 2006 statewide
referendum. The money will be used for grants that will help
independent truck owners and others comply early with the
statewide truck rule adopted in 2008. Posted.

EPA Unveils Rules On Smog-Forming Emissions From Power Plants.
U.S. EPA released proposed rules today for smog and soot-forming
emissions from power plants, setting up the start of a rulemaking
process that could influence Senate negotiations on an energy and
climate bill. Cleared by the White House Office of Management and
Budget last week, the program announced today by EPA air chief
Gina McCarthy would supersede the Clean Air Interstate Rule, a
George W. Bush-era program that capped emissions of sulfur
dioxide (SO2) and nitrogen oxides (NOx) from power plants.

Voices, Some Near The President's Ear, Long Supported Narrower
Carbon Caps. Four months ago Energy Secretary Steven Chu listened
as a key senator appealed for modesty in the chamber's approach
to addressing greenhouse gases. The Senate at the time was being
swept toward an ambitious -- and politically titanic -- plan
designed to cast the nation's vast majority of emissions into a
shopping cart, where it would be counted, priced and paid for. It
was an aspiring effort that the senator could not support, so an
alternative was discussed: focus on cinching carbon from the
smokestacks of electric power plants. Posted.

SMOG

Smog Law Concerns. I am writing this letter to urge citizens to
stand up for their rights regarding California's smog laws. CARB;
California Air Resources Board is a bureaucracy of individuals
who never cease in coming up with new ways to keep themselves
employed and give themselves raises. Making it mandatory to smog
your vehicle in Lake County every other year serves no purpose
accept to line the pockets of bureaucrats in Sacramento. Posted.

California Starts Enforcing Formaldehyde Rules. State is testing
goods labeled as CARB-compliant. Industry, Calif. — California
has begun enforcing its new formaldehyde emission standard for
products including furniture, according to the American Home
Furnishings Alliance. A furniture industry supplier here reported
to AHFA that earlier this year, a state regulatory agency
purchased one of its products to determine its compliance with
the standard. Posted.

California Regs Kick in, Take First Casualty. Sacramento, Calif.
— Regulations mandated by California's Air Resources Board (ARB)
requiring the elimination of perchloroethylene machinery older
than 15 years went into effect Thursday, forcing at least one
longtime operator to close its doors. Founded in 1920 by French
immigrant Jean Lamoure, Fresno-based Lamoure's Cleaners & Laundry

according to the Sacramento Bee. Posted.

be ready for an upgrade. But now comes what it says is its
fourth-generation roadster, the 2.5. The timing couldn't be
better, coming the same week as Tesla's initial stock offering.

numbers of local jurisdictions are adopting green building
requirements. Posted.

Is It Cheaper To Just Let The Planet Heat? Before getting into
the debate that Jim Manzi and Brad Plumer are having on the costs
of mitigating global warming, it's worth highlighting this bit
from Manzi, which is slightly off-topic to the actual
disagreement, but could be the most important thing you'll ever
read: The consensus scientific estimate is that there is a
1-in-10,000 chance of an asteroid large enough to kill a large
fraction of the world’s population impacting the earth in the
next 100 years. Posted.

San Francisco Home To Most Green Jobs In The Nation. So much for
criticism that California's environmental leadership — notably AB
32 — kills jobs: The state has the most green-collar jobs of any
in the nation, and San Francisco leads the Golden State with
42,000 positions. For a city with a population of 809,000, that's
pretty impressive. Posted.
