RAIL YARDS

Air Regulators Target Four Rail Yards.  The State Air Resources
Board is pushing to further cut toxic diesel emissions at four of
the highest polluting rail yards in the state. One of those is
the BNSF yards in San Bernardino. Over the past five years,
diesel emissions have been slashed in-half. The ARB’s action
Thursday will build on those reductions. As a result of a
12-year-old agreement with the railroads, the ARB claims Southern
California has the cleanest fleet of locomotives in the nation.

AB 32

Measure Would Suspend State's Global Warming Law. Area business
leaders and politicians are lauding a measure that qualified for
November’s ballot that, if passed, would conditionally suspend
the state’s global warming law. The measure, which supporters
call the California Jobs Initiative, was certified by the
secretary of state’s office on Tuesday. It would temporarily
suspend implementation of Assembly Bill 32, the state’s global
warming law, until the state’s unemployment rate stays at 5.5
percent for four consecutive quarters. Posted.

California Renewable Energy Bill Reemerges, But AB 32 in Peril.
A California renewable energy bill that had been given up for
dead last year is alive and well, following a 9 to 2 vote
Thursday in favor by the Assembly Utilities and Commerce
Committee. The bill (SB 722), introduced by State Senator Joe
Simitian (D-Palo Alto) would require the state to obtain 33% of
its electricity from clean, renewable sources such as wind and
solar power by 2020. The Legislature passed a similar bill last
year, but Gov. Schwarzenegger vetoed it and signed an executive
order with the same policy goal instead. Posted.

Calif. to Vote on Global Warming Law. The California Secretary
of State Wednesday June 23 certified for the November ballot the
California Jobs Initiative, which would suspend California's
global warming law (AB 32). The initiative would halt
implementation of AB 32 until the unemployment rate in California
is 5.5 percent or less for four consecutive calendar quarters.

Editorial: Voters will have a say on AB32. Our view: Right now,
jobs are a critical element for California and the temporary
suspension of AB32 could help. With all the town hall meetings
that Assemblyman Dan Logue, R-Linda, has conducted in his
district, he understands his constituents.  Many businesses see
problems with AB32, and that's one big reason Logue has been
pushing a ballot initiative asking for a temporary suspension of
California's anti-global warming law. AB32 became law in 2006,
ordering the state to get its greenhouse gas emissions back to
1990 levels. It will be launched in 2012. A study says 1 million

Obama Delays Climate Change Bill As Gulf Oil Spill Continues To
Scare Environmentalists. The Gulf oil spill is the worst oil
spill in the history of mankind. Say what you will, there will be
no better argument for environmentalists and clean energy
activists to get the ball rolling. Many groups are calling on
democrats to pick up the pace with climate change legislation.

McCartney, in Interview, Compares Global Warming Skeptics to
Holocaust Deniers. Sir Paul McCartney just can't let it be. The
former Beatle predicted in an interview that the BP oil spill in
the Gulf of Mexico might expedite a move to cleaner, renewable
energy sources in the world. Sir Paul could have stopped while he
was ahead, but McCartney went on to compare people who don't
believe in global warming to "those who don't believe there was a
Holocaust."
