This year marked the highest recorded global temperature based on a 12-month rolling average, according to the top climate scientist at NASA. The mean surface temperature in the year through April was about 1.17 degrees Fahrenheit warmer than the mean between 1951 and 1980. That's just a fraction more than the previous high in 2005. One looks like a large satellite dish in which sunlight heats an engine humming like a very loud fluorescent light bulb. The other is like a big pizza box on top of a pole where dozens of thumbnail-sized photovoltaic panels silently convert the sun’s rays into electricity. Both follow the sun throughout the day and are more powerful than the typical photovoltaic panels on rooftops around town. U.S. EPA strengthened air standards today aimed at protecting human health from short-term spikes in sulfur dioxide. The final rule sets an SO2 standard of 75 parts per billion (ppb) averaged over an hour. EPA proposed last year to set the one-hour SO2 limit between 50 ppb and 100 ppb (Greenwire, Nov. 17, 2009). EPA said the one-hour standard is needed to protect against short-term exposure, which can aggravate asthma and cause other respiratory problems. The U.S. Department of Energy's Atmospheric Radiation Measurement Climate Research Facility plans to have a Gulfstream-1 research aircraft flying in the six-county greater Sacramento region during the month of June. The effort is part of a statewide study to monitor pollution and climate change. The goal of the $20 million state and federal project is to understand the origin of pollutants and greenhouse gases, where they go and what becomes of them as an integrated air-quality and climate-change issue.
