GREENHOUSE GASES/CLIMATE CHANGE

Obama Calls For A Price' On Carbon Emissions.
Washington -- President Barack Obama said Wednesday that the oil
spill in the Gulf of Mexico has hardened his resolve to impose "a
price" on carbon emissions to drive private investment away from
fossil fuels and toward clean energy. Posted.

Bay Area Air Board Approves Guidelines To Limit Greenhouse Gases
From Development. San Jose — The Bay Area's air pollution board
on Wednesday adopted the nation's most far-reaching local
development review guidelines aimed at limiting greenhouse gases
and toxic air contaminants. Planning for new Bay Area houses,
apartments, gas stations, sports arenas, chemical plants and
shopping centers could be affected. Posted.

Earth Temperatures Warmest On Record – NASA. This year marked
the highest recorded global temperature based on a 12-month
rolling average, according to the top climate scientist at NASA.
The mean surface temperature in the year through April was about
1.17 degrees Fahrenheit warmer than the mean between 1951 and
1980. That's just a fraction more than the previous high in 2005.
The report did not list absolute temperatures.

Fiorina Ad Launches Opening Salvo In Possible Battle Against
Boxer. Washington - Republican Senate candidate Carly Fiorina on
Thursday launched the opening salvo of a possible general
election battle against Democratic Sen. Barbara Boxer,
criticizing the three-term incumbent's characterization of
climate change as a national security threat. But in doing so,
Fiorina appears to equate concerns about global warming to
fretting about "the weather." That could be a risky gambit in a
state where solid majorities consider global warming a
significant threat. Posted.

Study: Coral Atolls Hold On Despite Sea-Level Rise. WELLINGTON,
New Zealand—Some South Pacific coral atolls have held their own
or even grown in size over the past 60 years despite rising sea
levels, research showed Thursday. Posted.

ENERGY

Calif. Company Breaks Large-Scale Transmission Barrier. Mendota,
Calif. -- In pursuit of its ambitious 33 percent renewable energy
target, California is feeding its transmission grid wind, biomass
and biogas -- and now, 5 megawatts of solar power. Meridian
Energy's photovoltaic solar farm in the Central Valley farming
town of Mendota is the first utility-scale solar project to feed
its power directly to the high-voltage transmission lines managed
by the central grid operator. Posted.

Obama Says He’ll Push for Clean Energy Bill. Pittsburgh -
President Obama said Wednesday that it was time for the United
States “to aggressively accelerate” its transition from oil to
alternative sources of energy and vowed to push for quick action
on climate change legislation despite almost unanimous opposition
from Republicans and continued skepticism from some Democrats.
Seeking to harness the deepening anger over the oil spill in the
Gulf of Mexico to the advantage of his legislative agenda, Mr.
Obama promised to find the lagging votes in the Senate to get the
climate change and energy bill passed this year. Posted.

Manure Could Power Data Centers, Hewlett-Packard Scientists Say.
Researchers propose using a biogas recovery system that would
convert livestock waste into methane to be used as fuel to
generate electricity. Giving new meaning to the term "server
farm," a team of Hewlett-Packard Co. researchers has come up with
a plan for combining cow chips and computer chips to build an
environmentally friendly data center — powered by manure. Posted.

SDG&E Ramping Up Solar Energy Projects. One looks like a large
satellite dish in which sunlight heats an engine humming like a
very loud fluorescent light bulb. The other is like a big pizza
box on top of a pole where dozens of thumbnail-sized photovoltaic
panels silently convert the sun’s rays into electricity. Both
follow the sun throughout the day and are more powerful than the
typical photovoltaic panels on rooftops around town. Posted.

AIR QUALITY

EPA Tightens Standard For SO2 Spikes. U.S. EPA strengthened air
standards today aimed at protecting human health from short-term
spikes in sulfur dioxide.
The final rule sets an SO2 standard of 75 parts per billion
(ppb) averaged over an hour. EPA proposed last year to set the
one-hour SO2 limit between 50 ppb and 100 ppb (Greenwire, Nov.
17, 2009). EPA said the one-hour standard is needed to protect
against short-term exposure, which can aggravate asthma and cause
other respiratory problems. Posted.

Air Pollution Study Will Have Planes 'Sniffing' Central Valley.
The U.S. Department of Energy's Atmospheric Radiation Measurement
Climate Research Facility plans to have a Gulfstream-1 research
aircraft flying in the six-county greater Sacramento region
during the month of June. The effort is part of a statewide study
to monitor pollution and climate change. The goal of the $20
million state and federal project is to understand the origin of
pollutants and greenhouse gases, where they go and what becomes
of them as an integrated air-quality and climate-change issue.

Highly Toxic Pesticide Nears Approval In California. State
regulators are set to approve the use of a highly toxic pesticide
that would replace a soil fumigant that is being phased out
because of the damage it does to the ozone layer. State officials
have received thousands of comments, largely from organized
e-mail campaigns, in opposition to a proposal to allow the use of
methyl iodide. The comment period runs through June 29. Posted.

Palo Alto Officials Concerned About Stanford Project's
Environmental Impact Report. At the first of 11 hearings on the
impacts of Stanford University's proposed hospital expansion,
Palo Alto planning commissioners had a wide-ranging discussion in
which they frequently expressed concerns about an environmental
impact report's ability to adequately address all the effects of
a new development. Posted.

Opinion: Obama Wants A Price On Carbon Pollution -- Just Not
Through A Carbon Tax. President Obama just wrapped up his speech
at Carnegie Mellon University in Pittsburgh. All day it had been
billed as the debut of the White House's mid-term argument
against the Republicans. We've heard snippets of it over the past
year. The crazy economy he inherited. The unpopular decisions he
had to make to keep the nation from falling into a bottomless
financial sinkhole. And the obstructionism of the opposition
party for short-term political gain. The GOP has already attacked
it as "Malaise at Mellon."
