Resources Board on May 19 announced changes to an existing $28
million financial assistance program intended to help more
California independent truckers qualify for the purchase of a

CARB Expands Voucher Incentive Program. The California Air
Resources Board has approved changes to its existing $28 million
Voucher Incentive Program to make funding available to a larger
variety of trucks. The program, which is part of the Carl Moyer
air quality program, is a diesel on-road voucher program that
helps small independent truck owners get a cleaner-running truck.

Scientists Reassert Man's Role in a Changing Climate. The
National Academy of Sciences, a group of elite American

reports issued by a top national science board appears to affirm
California's response to the challenges of climate change. The

U.S. Reports Urge A Price On Climate Emissions. The best way to
curb global warming is to put a price on climate-warming carbon
dioxide emissions, according to a trio of reports from the U.S.
National Academy of Sciences released on Wednesday. In blunt
language at odds with the unwieldy climate change debate in the
U.S. Congress, the academy said: "A carbon-pricing system is the
most cost-effective way to reduce emissions. Either
cap-and-trade, a system of taxing emissions, or a combination of

State, Report Says. A state law that requires power plants,
factories and other businesses to cut greenhouse gas emissions

released their first joint policy paper yesterday, raising new
questions about the status of a global warming bill pending in

California's grid operator is proposing to tighten reliability
standards for wind and solar photovoltaic (PV) power to keep

Dairy Farms Could Power Data Centers. Computing companies may
soon be looking at a low-tech power source for their huge data
centers: cows. In a research paper released yesterday,
Hewlett-Packard engineers say dairy farmers could rent out land
and convert manure to power, making back the investment in a
waste-to-fuel system in just two years. Companies normally build
their computing centers, or server farms, near cities and
industries, but the lack of cheap electricity and real estate is
