Sens. John F. Kerry (D-Mass.) and Joseph I. Lieberman (I-Conn.)
introduced a compromise climate bill Wednesday, hoping public
concern about the massive oil spill in the Gulf of Mexico will
boost the measure's long-shot chances for passage. While the
legislation is different from the House-passed climate bill in
several respects -- it seeks carbon reductions from separate
sectors of the economy rather than imposing a nationwide limit,
and it provides more incentives for new nuclear power and

EPA Issues Final 'Tailoring' Rule.  U.S. EPA today issued its
final "tailoring" rule for greenhouse gas emissions, a
contentious policy aimed at shielding small polluters from rigid
clean air act permitting requirements. EPA's rule "tailors"
permitting programs to limit the number of facilities that would
be required to obtain New Source Review and Title V operating
permits based on their greenhouse gas emissions. EPA said the
threshold would cover power plants, refineries and other large
industrial plants while exempting smaller sources like farms,

United Nations Secretary General Ban Ki-Moon on Wednesday urged
Canada's Conservative government to champion climate change and
the world's poor at next month's G-20 and G-8 summits. Ban said

Bill Aimed At Stemming Global Warming, Create Jobs. Washington
-- Sens. John Kerry and Joe Lieberman unveiled a long-awaited
bill Wednesday that aims to curtail pollution blamed for global
warming, reduce oil imports and create millions of energy-related
jobs. The 987-page bill, the product of more than seven months of
negotiations and tweaked recently in response to the Gulf oil
spill, also includes new protections for offshore drilling and
for the first time would set a price on carbon dioxide emissions

California Jobs Initiative, Backed By Out-Of-State Oil, Seeks To
Overturn California Global Warming Law. The California Jobs
Initiative has submitted over 800,000 signatures, more than twice
as many as needed to be on the ballot in November.  It seeks, in
effect, to overturn the landmark Global Warming Solutions Act of
2006 (AB32) by suspending it unless California unemployment is
less than 5.5% for four consecutive quarters, something which
rarely happens. AB32 requires that greenhouse gas emissions in
California be reduced to 1990 levels by 2020, which is roughly

UC Davis Clean-Tech Forum Shows Support For AB 32. The
University of California Davis on Wednesday launched an effort to
establish a clean-energy hub in the Sacramento region and Bay
Area that would drive innovations out of laboratories and into

Environmental Fund Receives Record $4.25B Replenishment. The
world’s largest public environmental fund, the Global Environment
Facility (GEF), received a record boost from donor countries this

Chico Hourly Particulate Levels For Five Days In December. This
chart shows hourly particulate pollution levels as measured at
the Chico air pollution monitor, installed and operated by the
California Air Resources Board. During the period of Dec. 7-11,
2009, the device recorded spikes, shown on the chart above, that
are one reason residential wood burning is assessed the bulk of

A Burning Issue: Is The Problem Really The Monitor? The real
cause of Chico's particulate pollution problem, some skeptics

A Burning Issue: Heated debate - Does wood smoke health risk
warrant regulation? On the evening of Dec. 8 last year, Butte
County residents hurried home from work, eager to reach the
warmth of their homes. The area was in the grip of a cold snap,

Letter To Editor: Ken Cuccinelli And Others Are Overreacting On
Global Warming. Regarding the May 7 editorial "Mr. Cuccinelli's
witch hunt": The things we don't know about the climate far
exceed the things we do. The admitted uncertainties and
disclaimers in all climate science attest to the incredible
complexity of our global climate. The complete absence of these
disclaimers in the popular media and in the Intergovernmental
Panel on Climate Change's political "Summary for Policymakers"

country? California has to fight off companies that are trying to

Palo Alto Adopts Landfill Gas Energy. As oil companies search
for untapped reservoirs and engineers struggle to develop cheaper
renewable energy, usable natural gas seeps daily from the world’s
landfills. Now, after a heavily debated decision by the Palo Alto
City Council, landfill gas from Bay Area facilities could power
local homes. In a 5-4 vote last Monday, the council approved two
contracts with Ameresco, a company that plans to generate
electricity using gas produced during the breakdown of refuse in

Fremont Latest Bay Area City To Ban Plastic Foam. Fremont —
Starting Jan. 1, the only plastic-foam food packaging you'll find
in Fremont will be on supermarket shelves. The city on Tuesday
joined about 40 state jurisdictions in prohibiting food vendors —
from taco trucks to fancy restaurants — from using the once
ubiquitous plastic-foam takeout containers, which do not

Climate Change Bill In A Tough Spot. Last night, John Kerry and
Joe Lieberman appeared on John King's CNN program to promote
their climate bill, the American Power Act. The transcript is
fairly lengthy, but at no point does King ask them to explain the
provisions of their bill. Instead, he begins by asking whether
they have 60 votes, tries to get them to explain why John McCain
isn't on the legislation, and then asks them to comment on the

Gulf Oil Spill: Environmentalists Stage Protests Around The
Country. A coalition of environmental and social justice groups
organized a 20-city protest Wednesday, including one in Los
Angeles, urging consumers to gather at nearby BP gas stations
advertised by the company as “eco-friendly.”  The so-called Seize
BP National Day of Action protest was scheduled from 5 to 7 p.m.
at BP’s Green Curve gas station at 8770 W. Olympic Blvd., said
