An environmental coalition publicized a new U.S. draft report on climate change on Monday, one week before the expected unveiling of a compromise U.S. Senate bill that aims to curb greenhouse gas emissions. The Project on Climate Science, a coalition of environmental groups, publicized the report in advance of Earth Day on April 22, a spokeswoman said. In an effort to reduce air pollution caused by their own employees, county supervisors are poised to institute flex time and telecommute guidelines that would keep cars off the road. Two-thirds of the county government’s greenhouse gas emissions are caused by employees commuting to and from work, according to a recent study cited by Assistant County Administrative Officer Dan Buckshi. The Port of San Diego is working on its own Clean Truck Program to cut emissions and add enforcement teeth to the two-cargo terminal port. The proposal looks to be less restrictive than a similar plan adopted at the Port of Los Angeles, but tough enough to allow trucks to be turned around at the gate for not meeting emissions standards. The battle over whether the Port of Los Angeles can regulate trucks that haul goods in and out of its property is heading to court. Opening statements are scheduled to begin Tuesday in a federal lawsuit pitting the trucking industry against the nation's busiest port over a portion of the Clean Truck Program, which was launched in October 2008 to reduce diesel emissions by banning the dirtiest trucks from carrying port cargo. As Palo Alto rolls out new environmental initiatives, including a ban on polystyrene packaging that will go into effect this week, the city is starting to see results from an earlier wave of green programs. Three years after it passed a "climate action plan," the city estimates it has cut greenhouse gas emissions from its own operations by 11 percent from 2005 levels. That figure easily beats its initial target of a 5 percent cut by 2009, and it has brought the city an estimated $185,000 in savings.
