Climate Report Publicized In Runup to Senate Bill. An
environmental coalition publicized a new U.S. draft report on
climate change on Monday, one week before the expected unveiling
of a compromise U.S. Senate bill that aims to curb greenhouse gas
emissions. The Project on Climate Science, a coalition of
environmental groups, publicized the report in advance of Earth
Day on April 22, a spokeswoman said. The report was released with
little fanfare on April 7 and posted on the Federal Register on

As Senate Debates Climate Bill, House Members Wonder if They'll
Be Asked to Take It or Leave It. In Las Vegas, the house always
wins. In Washington, the House isn't as lucky. A carefully
crafted compromise on climate change that narrowly passed in the
House last June has been stuck for almost a year in the Senate.
Now, with three senators set to unveil their own bill Monday and
a floor vote possible this spring or early summer, House
lawmakers are wondering whether there will be a significant
effort to negotiate major differences between the two proposals
or if they will be asked to simply approve the Senate version.

Obama Open To Trade Protections In Senate Emissions Bill--
Browner.  A top White House adviser confirmed today that
President Obama is open to helping energy-intensive industries
cope with the costs of climate legislation, including use of
controversial border tariffs he had previously warned could spark
a global trade war. Energy and climate adviser Carol Browner said
the administration recognizes Congress' interest in using trade
language as it works on climate legislation that addresses
concerns from some of the country's industries that are most
vulnerable to cheap foreign imports, including steel, cement,

Battle Over California Global Warming Law Intensifies. A
movement to postpone California's global warming laws has
stalled, giving environmentalists hope that the measure will not
appear on the state ballot this November. Private interests
opposing California's climate bill, AB32, have been losing a
funding war against supporters who consist of Silicon Valley

Contra Costa Times Editorial: Assess Global Warming With
Uncensored Science, Not Polemics. THE DEBATE over global warming
has become more divisive with a large percentage of weather
forecasters spreading doubt about its causes or even its
existence. In a newly released survey by researchers at George
Mason University and the University of Texas at Austin, only 31
percent of weather forecasters believed that global warming is

County Working to Reduce Air Pollution by Cutting Back Employee
Commutes. In an effort to reduce air pollution caused by their
own employees, county supervisors are poised to institute flex
time and telecommute guidelines that would keep cars off the
road. Two-thirds of the county government’s greenhouse gas
emissions are caused by employees commuting to and from work,
according to a recent study cited by Assistant County
Administrative Officer Dan Buckshi. The county has 2,450 workers.

Port Of San Diego Working On Clean Truck Program. The Port of
San Diego is working on its own Clean Truck Program to cut
emissions and add enforcement teeth to the two-cargo terminal
port. The proposal looks to be less restrictive than a similar
plan adopted at the Port of Los Angeles, but tough enough to
allow trucks to be turned around at the gate for not meeting

Clean Trucks Battle Heads to Los Angeles Court. The battle over
whether the Port of Los Angeles can regulate trucks that haul
goods in and out of its property is heading to court. Opening
statements are scheduled to begin Tuesday in a federal lawsuit
pitting the trucking industry against the nation's busiest port
over a portion of the Clean Truck Program, which was launched in
October 2008 to reduce diesel emissions by banning the dirtiest

Palo Alto Council Redoubles Green Efforts Ahead Of Earth Day. As
Palo Alto rolls out new environmental initiatives, including a
ban on polystyrene packaging that will go into effect this week,
the city is starting to see results from an earlier wave of green
programs. Three years after it passed a "climate action plan,"
the city estimates it has cut greenhouse gas emissions from its
own operations by 11 percent from 2005 levels. That figure easily
beats its initial target of a 5 percent cut by 2009, and it has

Green Toys makes all its toddler tea sets, building blocks and
toy trucks out of plastic recycled from milk jugs. It uses
minimal packaging - just simple cardboard with no twist ties,

Cash for Appliance rebate program launches Thursday. California
will dive into the appliance-selling business on Thursday. Armed
with $35.2 million in federal stimulus funds, the state will
offer consumers mail-in rebates to swap their old refrigerators,
washers and air conditioners for more energy-efficient models.

Will A Ballot Initiative Overturn California's Climate Law? The
battle to delay enforcement of California's sweeping global
warming law, the toughest in the nation, is heating up. Oil
companies -- along with an obscure Missouri conservative action
group -- injected a new infusion of cash into signature gathering
for a November ballot initiative -- reporting the contributions
late Friday night to the California secretary of State. That
brought the total behind the initiative to $1.9 million so far.
Los Angeles-based Occidental Petroleum came on board with
