Air Chief Sees Greater Efficiency, But Not Fuel-Switching, Ahead
For Utilities. U.S. EPA's air chief sought yesterday to ease
concerns that regulators might force power companies to burn
cleaner fuels, such as natural gas instead of coal, once
pre-construction permits include greenhouse gas emissions next
year. Under EPA's pending climate regulations, new large
stationary source emitters or existing ones proposing upgrades
will need to use "best available control technology" (BACT) to

Senators Consider Gasoline Tax As Part Of Climate Bill.
Estimates put it in the range of 15 cents a gallon. Some oil
companies are on board with the plan because it would cost them
far less than other proposals to cut greenhouse gas emissions.
Leading voices in the Senate are considering a new tax on
gasoline as part of an effort to win Republican and oil industry
support for the energy and climate bill now idling in Congress.

Climate Change Could Raise Cost Of U.S. Allergies. Washington -
Climate change could push the cost of U.S. allergies and asthma
beyond the current $32 billion annual price tag, conservation and
health groups reported on Wednesday. A warming planet makes for
longer growing seasons that would produce more allergy-provoking
pollen in much of the heavily populated eastern two-thirds of the
United States, the National Wildlife Federation and the Asthma

State Hypocritical To Exempt Itself From Mandate. The state
Legislature thinks carbon-monoxide poisoning is such a serious
risk to Californians that it is working up a law, passed by the
Assembly on Monday, to require nearly every household in the
state to install a detector that will warn residents of the
colorless, odorless and potentially deadly gas. Naturally,
though, our wise lawmakers know that the economy is tough.

Calif. Climate Law Could Help Poor, Minority Areas. Sacramento,
Calif.—California's attempt to reduce its greenhouse gas
emissions can have additional benefits for poor and minority
communities long plagued by dirty air if state regulators take
their needs into account, according to a report released

Senate Road for 'Energy Only' Bill Isn't as Easy as Some Would
Hope. Looming just behind the climate change negotiators laboring
in Senate conference rooms is "Plan B" -- an "energy only" bill
that is smaller in scope and enjoys bipartisan support. There is
a committee-passed bill (S. 1462 (pdf)) waiting in the wings that
has more offshore drilling for Republicans and more renewable
energy requirements for Democrats. But the bipartisan support
enjoyed by the energy-only bill is countered by its bipartisan
opposition, and it is hard to add up the needed 60 votes to move

Imperial County To Crack Down On “Fugitive Dust” With Pollution
Controls. Download.  Imperial County officials have agreed to
develop stricter air quality rules after a long battle over how
to control dust in the region. Health advocates cheer the
move.Dust kicks up under recreational ATVs and on unpaved roads.
Imperial County also still allows agricultural burning.

Senate Leader Set to Take Command of Climate Bill. Senate
Majority Leader Harry Reid (D-Nev.) is about to take over as
stage manager in the uphill push to pass comprehensive climate
and energy legislation. Next week, Reid will be handed the reins
of the bill to cap greenhouse gas emissions while expanding
domestic oil, gas and nuclear power production. His challenge
could not be tougher. Along with the climate measure, he must
juggle a packed Senate agenda that includes Wall Street reform, a

EPA Threatens Action against Cupertino Cement Plant. The
Environmental Protection Agency is putting a major Bay Area
supplier of cement on notice. For years some residents living
near the Lehigh Cement Plant have complained about toxic
