green cars and maybe even green boats, but green trains? Two
low-emission locomotives have started chugging away in the county
thanks to a $1.7 million grant from the California Air Resources
Board and an investment in new technology by San Diego & Imperial

Researchers Explain Possible Link between Air Pollution and
Brain Tumors. Air pollution from the freeways that crisscross
Southern California appears to play a role in triggering the
formation of brain tumors, a renowned brain surgeon and his
research colleague told an audience of about 50 people Wednesday.
“With very short-term exposure with rats, we see molecular
changes that take place in the brain,” said Dr.  Keith Black,
neurosurgery director at Cedars-Sinai Medical Center in Los

CARB Fines Produce Company $32,000 Over Lack Of Reefer Reports.
The California Air Resources Board has fined one Sacramento-area
produce company $32,000 for not filing state-required reefer
reports. NorCal Produce will pay $32,550 after a CARB
investigation showed the produce company failed to submit TRU
reports required of in-state businesses that use reefers, which
CARB calls transportation refrigeration units. Posted.

Air Rules Sidetrack Temecula Food Bank. The manager of a
Temecula nonprofit foundation that provides food to the needy
said new state air-quality regulations are forcing him to sell
most of his fleet of refrigerator trailers and forgo donations of
perishable items. Todd Sieja said Wednesday the Western Eagle
Foundation has already spent close to $6,000 to upgrade a trailer
so it complies with new rules enforced by the California Air

Confusion Abounds Over Ag Diesel Rule. Mike Powell is not alone
in his confusion. Many in ag are confused by the California Air
Resources Board new regulation to reduce emissions from existing
on-road diesel vehicles operating in California. Even after a
somewhat contentious meeting in Tulare last week, many don't
understand the new regulations that were approved in December by

Viewpoints: Supporters of AB 32 Lowball True Cost of Global
Warming Bill. On March 19, The Bee published an article ("CSUS
dean, professor take heat for global warming study") that shed
further doubt on research by two Sacramento State professors,
Sanjay Varshney and Dennis Tootelian. The professors found that
AB 32 (the Global Warming Solutions Act) would cost California
more than a million jobs and billions of dollars over the course

Governor Cooling On Global Warming. Days after the state Air
Resources Board touted the economic benefits of curbing
greenhouse gas emissions, Gov. Arnold Schwarzenegger advised his
climate bureaucracy to slow down the rush to impose carbon
dioxide cap-and-trade regulations. Facing growing public
opposition and a well-financed ballot initiative to suspend the
governor's signature Global Warming Solutions Act, which mostly
takes effect in January 2012, Mr. Schwarzenegger last week wrote
to the air board, asking it to consider a less-costly approach to

Sacramento County Wins EPA Grant to Fight Climate Change. The
rest of the country has a thing or two to learn from Sacramento
County when it comes to combating climate change. At least that's
according to the U.S. Environmental Protection Agency, which just
awarded the county a $500,000 grant to expand the River Friendly

MENSINGER: Make Greenhouse Gas Reduction a Voluntary Goal.
Global warming is a problem that both the Democratic-controlled
Legislature and Republican Gov. Schwarzenegger addressed in 2006,
when Assembly Bill 32 became law. It requires the state to create
rules and regulations so emissions of green house warming gases
are reduced to their 1990 levels by the year 2020. At the time
that would have meant a 25 percent reduction. Posted.

City Of Tulare Seeks Residents' Ideas for Sustainable Community
and Reduction of Greenhouse Gas Emissions. Tulare officials on
Monday will have the first of four meetings to gather residents'
ideas on becoming a sustainable community and reducing greenhouse
gas emissions. Tulare Planning Director Mark Kielty said

Nissan Leaf's Promise: An Affordable Electric. The all-electric
Nissan Leaf hatchback will cost $32,780 when it hits showrooms in
December, the Japanese automaker said Tuesday. But government
subsidies will make the price more attractive. There's a federal
tax credit of $7,500 for electric vehicles. And Californians are
eligible for an additional $5,000 rebate through the state Air

Energy Group: Greening Your Home Pays Off. Californians and the
environment would win in the long run if homes and businesses
could be more energy efficient by the year 2030. Speaking at a
recently renovated townhome near the Nimitz Freeway that has been
outfitted with the latest energy saving products that make the
home energy neutral, the group California Environment said that
consumers could be saving more than $800 in energy bills each

California´s Green Jobs Mirage. California´s experiment with
global warming regulations reminds me of a story about a foolish,
old dog who lost his bone in the water when he tried to grab its
reflection. Similarly, California´s leaders risk sacrificing the
jobs and industries we have today on a hope and a prayer that the
"green jobs" and "green industries" of the future will be better

No California Offshore Drilling For Now. President Obama's
decision to block new oil drilling off the West Coast while

Suisun Bay's Ghost Fleet May Finally R.I.P. The federal
government and environmental groups reached an agreement
Wednesday that will mean the end of the ghost fleet of retired
ships in Suisun Bay. The vessels were once part of a mighty
reserve fleet of warships and freighters, but time and neglect
has turned them into what one environmental advocate called "a
