The California Air Resources Board has fined one Sacramento-area produce company $32,000 for not filing state-required reefer reports. NorCal Produce will pay $32,550 after a CARB investigation showed the produce company failed to submit TRU reports required of in-state businesses that use reefers, which CARB calls transportation refrigeration units. The manager of a Temecula nonprofit foundation that provides food to the needy said new state air-quality regulations are forcing him to sell most of his fleet of refrigerator trailers and forgo donations of perishable items. Todd Sieja said Wednesday the Western Eagle Foundation has already spent close to $6,000 to upgrade a trailer so it complies with new rules enforced by the California Air Resources Board. Global warming is a problem that both the Democratic-controlled Legislature and Republican Gov. Schwarzenegger addressed in 2006, when Assembly Bill 32 became law. It requires the state to create rules and regulations so emissions of green house warming gases are reduced to their 1990 levels by the year 2020. At the time that would have meant a 25 percent reduction.
