Study: Clean-Air Plan Won't Hurt State Economy. Sacramento -
California's ambitious plan to reduce greenhouse gases will, if
fully implemented, have a negligible impact on the state's
economy over the next decade, according to an analysis released
by the California Air Resources Board. The finding undercuts
doomsday predictions of opponents who want to suspend the plan
until the state's jobless rate improves and who are backing a

Air Board: AB 32 Would Positively Impact Economy. California is
expected to create about 2 million jobs by 2020, regardless of
whether the state’s controversial climate change law is
implemented. That’s according to one major finding of an eagerly

State's Economic Reanalysis Of Its Climate Law Finds Similarly
Benign Results. California's second analysis of its climate
change law, A.B. 32, has again found that the economy will be
largely unaffected on a macro level, although emissions will be
significantly lower as a result of the economic downturn. The
updated analysis comes as California officials are seeking to
calm industry opposition to A.B. 32, including a ballot
initiative that would suspend it until unemployment falls to 5.5

Tax Breaks For 'Green' Equipment Signed Into Law. California
Gov. Arnold Schwarzenegger (R) signed legislation yesterday that
grants manufacturers of green technology equipment a break on
sales taxes. The bill, S.B. 71, applies to the manufacture of
energy-efficiency, biomass, solar, wind and geothermal equipment.
The exemptions run through Jan. 1, 2021, and are capped at $100
million annually. A sponsor of the bill, state Sen. Alex Padilla
(D), said California is one of three states that does not provide
such tax breaks to green manufacturers. "This places California
at a competitive disadvantage when firms are considering whether
to locate or expand in the state," Padilla said. Posted.

Wanted: Green Talent. Even without an energy bill out of
Washington, a green economy is emerging in California. And once
demand gets rolling, green growth could power the state's

France Retreats On Plan To Tax Carbon Emissions. Paris - France
backed down Tuesday from a plan to tax carbon dioxide emissions
that had been a central plank of President Nicolas Sarkozy's push
for a more prominent role in the global fight against climate
change. The plan, begun by Sarkozy with much fanfare in
September, has been on the back burner since being ruled
unconstitutional in December. Sarkozy's government had insisted a

L.A. Emissions Credits At Core Of Power Plant Issue. Late at
night last September, while feuding lawmakers publicly and

Carper Eyes Mid-April Markup For 3-Pollutant Bill. Sen. Tom
Carper (D-Del.) said yesterday that he expects a mid-April markup
of legislation to curb power plant pollution in the full
Environment and Public Works Committee. Carper, the chairman of
the Clean Air Subcommittee, and Lamar Alexander (R-Tenn.)
unveiled a bill last month that seeks steep cuts in electric
utilities' emissions. The measure aims to cut power plants'
soot-forming sulfur dioxide (SO2) by 80 percent by 2018,
smog-forming nitrogen dioxide (NOx) by 50 percent by 2015 and
