gmbond -- Prop.1B/Goods Movement Proposed Update to Guidelines

The Air Resources Board staff has posted the proposed Guideline update and Staff Report for the Proposition 1B: Goods Movement Emission Reduction Program. The Guidelines define the responsibilities of ARB, local agencies, and equipment owners, as well as the technical specifications and funding amounts for eligible projects. The proposed update to the Guidelines closely follows the concept paper that we released on February 18 and discussed at the early March workshops. The only substantive changes are a recommended funding reserve for existing drayage trucks, and recommended funding increases for ships at berth and other truck projects. Staff is not recommending any changes to the regional funding targets. The proposed update will be considered at a public hearing scheduled for March 25, 2010 in Sacramento.
