AB32 Plays On Economic Fears. Petitions are being circulated for
a November ballot initiative that would undercut California's
landmark legislation to reduce greenhouse gas emissions. Perhaps
not surprisingly, it appears that the seed money for the petition
drive is coming from two oil refiners, Valero Energy Corp. and
Tesoro Corp., based in San Antonio. Each owns refineries in
California, including the Valero facility in Benicia. The
campaign to repeal Assembly Bill 32, signed into law by Gov.
Arnold Schwarzenegger in 2007, is expected to play to fears that
the changes in lifestyle and commerce required to slow climate
change would have a negative effect on the economy. Posted.

California Climate Change Law May Cause Short-Term Job Loss And
Energy Cost Increase. The independent and nonpartisan Legislative
Analyst’s Office (LAO) in Sacramento says there will be some
economic disruption and higher energy costs if the 2006 climate
change law is implemented.  Senator Dave Cogdill (R-Modesto), an
opponent of the law, requested the analysis and accurately sums
up its key findings. More jobs will be likely lost in the near
term. Overall job impact in the long term is unknown. Posted.

California's Toxic Air Scare Machine. The California Air
Resources Board (CARB) of the California Environmental Protection
Agency (Cal EPA) sponsored a full-day scientific discussion and
debate on February 26, 2010 at the California EPA hearing room in
Sacramento. The unprecedented public meeting was held because of
public outcry against the latest CARB air pollution regulations.
Usually California Environmental laws and regulations are passed
with little debate, after an inevitable scientific review process
with written public comments that are received and filed but have

California Analyst Sees Job Losses Under Climate Law.
California's landmark global warming law likely will lead to
modest job losses in the near future, according to a nonpartisan
review that bolsters a growing Republican movement to shelve
climate regulations until the economy recovers. The Legislative
Analyst's Office determined that businesses will face higher
electricity and fuel prices as well as costly investments to
improve building and heating standards. However, it did not
calculate average costs to businesses or say how many jobs might

Obama Pushes Senators for Climate Bill. President Barack Obama
made a renewed push for a long-stalled climate and energy bill
Tuesday, urging lawmakers at a White House meeting to pass a
comprehensive bill this year. Fourteen senators from both parties
- including several who remain undecided on the climate bill -
met for more than an hour with Obama, four Cabinet members and

Global Warming Bill Said 'Job Killer'. Republicans are stepping
up pressure on Governor Schwarzenegger to delay implementation of
the global warming law. It would restrict greenhouse gas
emissions. But, the non-partisan Legislative analyst said Tuesday
it would cost more jobs in the short term, seriously affect
certain businesses and increase the near-term prices of

Arnold Schwarzenegger on Tuesday simultaneously defended the
state's greenhouse gas reduction law and repeated his support of

32, the landmark 2006 law that mandates cuts in greenhouse gas

Editorial: Global Warming Challenge. The possibility of
suspending California's Global Warming Solutions Act, a law
unlikely to change temperatures but certain to wreak economic
havoc, appears to have increased dramatically. Two large
Texas-based refineries have pledged as much as $2 million to pay

California to Regulate ‘Most Potent’ Greenhouse Gas. C.A.R.B.
The gas sulfur hexafluoride is commonly used in high-voltage
transmission equipment. Starting in 2011, California will
regulate emissions from electric utility equipment of the gas
sulfur hexafluoride — commonly called SF6. It is typically used
in high voltage transmission systems in circuit breakers,
switches and insulation, according to a recent California Air
