Legislative Analyst: California Greenhouse Gas Law Could Cost
Some Jobs. The Legislature's nonpartisan analyst says
California's landmark greenhouse gas reduction law could cost
jobs in the near term, while its long-term impact is uncertain.
But, Legislative Analyst Mac Taylor concluded in a letter
released Monday, the overall impact of the law on the state's
gargantuan economy "will probably be modest." The law, known as
AB 32, would require the state by 2020 to reduce its
greenhouse-gas emissions to 1990 levels. Posted.

Dry Cleaning Usually Uses A Toxic Chemical, But The Safety
Picture Is Unclear. I live around the corner from a dry cleaner,
but there's also a "green" dry cleaner on the other side of town.
Am I total jerk if I keep going to my regular spot? The problem
with traditional dry cleaning is a liquid solvent called "perc,"
short for perchloroethylene. (Despite the moniker, dry cleaning
isn't really dry; it just doesn't involve water.) Perc is what
dissolves the gunk off your clothes. It's highly effective
without being labor-intensive and, unlike the cleaning chemicals
of old, it's not likely to burst into flames. That's why cleaners

Regulations. Amid a pitched battle over her agency's planned
climate regulations, U.S. EPA Administrator Lisa Jackson said

Simitian Reintroduces 33% Renewable Energy Bill. State Senator
Joe Simitian (D-Palo Alto) reintroduced legislation that requires
all energy providers to buy 33 percent of their energy from
clean, renewable energy sources by 2020. Senate Bill 722 provides

California Bill Promises to Fight Toxic Trash. A California
Democrat has proposed a bill that would require manufacturers of
hazardous products to create materials that are less toxic and
easier to recycle. "Every time we use recycled materials to
create a product, we save energy and reduce pollution from
landfill," says First District Assembly member Wesley Chesbro,

Counting ‘Outsourced’ Greenhouse Gas Emissions. One of the
stickiest points in international climate change negotiations is
how to account for carbon dioxide and other greenhouse gas
emissions produced to make goods that are then sold for export.
Should the producing country be held to account for those
emissions? Or does the consuming country bear some responsibility

What Happens to Transportation Reform if A.B. 32 Does Get
Repealed? Last week, the New York Times broke the news that Texas
based oil companies were funding the ballot initiative that would
"temporarily" place the Greenhouse Gas reforms required by A.B.
32 on hold until California's unemployment rate reached 5.5%. 
When discussing the news with some of my friends, it was greeted
with a yawn.  After all, this is hardly the first time an
out-of-state interest has placed a lot of money behind a ballot
proposition, and A.B. 32 spends a lot more time promoting clean
fuel than it does human powered transportation or transit.
