curtail U.S. EPA's climate regulations, despite the agency's
assurances yesterday that it will cautiously phase in

CARB Forms Expert Workgroup On ILUC. The California Air
Resources Board (CARB) has appointed 30 people to an expert
workgroup that will meet for the first time Feb. 26. The
workgroup will look at, among other things, indirect land use
change (ILUC) as included in the state’s low carbon fuel standard
(LCFS). Notably, there is one ethanol producer representative
from Poet LLC and a representative from enzyme-maker Novozymes.

Mojave Desert Solar Project Gets $1.37 Billion Nod From DOE.
Brightsource Energy Inc., which develops utility-scale thermal
solar power plants, landed $1.37 billion in loan guarantees from
the U.S. Department of Energy yesterday to build three
utility-scale solar thermal power plants. The Oakland,
Calif.-based concentrated solar power (CSP) company has proposed
projects designed to generate a total of 400 megawatts of power,
