Board To Give Valley Air White-Glove Treatment. State air
quality regulators are prepared to declare the Coachella Valley
in compliance with a key national dust pollution standard. The
California Air Resources Board, at a Feb. 25 meeting in
Sacramento, will consider a staff recommendation to redesignate
the valley from “nonattainment” to “attainment” for the national
standard for PM10, dust particles 10 microns or less in diameter.

CARB Fines California Company For Emissions Violations.
Petaluma, Calif.-based Golden State Lumber has been fined $20,000
by the California Air Resources Board for failing to inspect its
diesel trucks in accordance with the state's smoke emissions
standards. "Diesel particulate matter is a hazard to all
Californians," said Jim Ryden, ARB enforcement chief. "By taking
steps to reduce soot emissions, companies that operate in the
state help clean the air." As part of the penalty, Golden State
Lumber employees responsible for compliance with the inspection
program are required to attend diesel education courses and

U.N. Climate Chief Resigns. Washington — Yvo de Boer, the stolid
Dutch bureaucrat who led the international climate change
negotiations over four tumultuous years, is resigning his post as
of July 1, the United Nations said on Thursday. In a statement
announcing his departure, Mr. de Boer expressed disappointment
that the December climate change conference of nearly 200 nations
in Copenhagen had failed to produce an enforceable agreement to
reduce emissions of greenhouse gases that climate scientists say

The Winter Of Global Warming. The last few months have been
cruel and wintry for global-warming true believers. The long
storm began in November, when a leak of e-mails from Britain's
University of East Anglia Climate Research Unit revealed that key
global-warming scientists tried to stifle dissent, politicize
peer-review, which led to revelations that the researchers had

3 Big Firms Quit Warming-Bills Lobbying Group. Washington - Two
of the nation's largest energy companies on Tuesday quit the
lobbying alliance that has been the major force shaping
anti-global warming legislation in Congress and claimed that the
leading climate change bills don't do enough for oil and natural
gas. ConocoPhillips and BP joined machine manufacturer
Caterpillar Inc. in withdrawing from the U.S. Climate Action
Partnership, despite collaborating last year on a blueprint for
capping carbon dioxide emissions blamed for contributing to

Export-Driven U.S. Growth May Hinge On Competition In Global

A Warming World May Be More Fragrant, But There Are Drawbacks. A
warming climate could lead to a more fragrant world, but it might
disturb an intricate communication system used by plants,
according to a review published recently in Trends in Plant
Science. When Jarmo Holopainen grew white cabbages in a
greenhouse in Finland, he found that over many years of sunlight
and elevated levels of carbon dioxide, the plants' communication
with the world was altered. Cabbages and most vegetation emit
chemicals called biogenic volatile organic compounds, or BVOCs,

China Reasserts Emission Cuts Pledge. China has assured the
United Nations in a new letter that it will work to meet its goal
of slashing global warming emissions, but it stopped short of
formally associating itself with the climate pact it helped craft
last year in Copenhagen. The letter from Chinese Premier Wen
Jiabao, released this week, is believed to be in response to a
query from the U.N. climate secretariat asking Beijing and New
Delhi leaders to clarify their positions on the so-called

U.N. Emissions Board To Tackle Discord On Clean Energy.
Regulators of the world's second-largest emissions market
disagree about whether to disqualify renewable energy projects
that accept subsidies from developing nations like China,
according to the board's chairman. Clifford Mahlung, the new
chairman of the Clean Development Mechanism's Executive Board,
said the board will work to overcome the split among its members
and ease the approval of projects like Chinese wind farms and
hydro plants. "The board itself will have to make a decision --
