State air quality regulators are prepared to declare the Coachella Valley in compliance with a key national dust pollution standard. The California Air Resources Board, at a Feb. 25 meeting in Sacramento, will consider a staff recommendation to redesignate the valley from “nonattainment” to “attainment” for the national standard for PM10, dust particles 10 microns or less in diameter. Petaluma, Calif.-based Golden State Lumber has been fined $20,000 by the California Air Resources Board for failing to inspect its diesel trucks in accordance with the state's smoke emissions standards. "Diesel particulate matter is a hazard to all Californians," said Jim Ryden, ARB enforcement chief. "By taking steps to reduce soot emissions, companies that operate in the state help clean the air." As part of the penalty, Golden State Lumber employees responsible for compliance with the inspection program are required to attend diesel education courses and provide certificates of completion within one year. Washington — Yvo de Boer, the stolid Dutch bureaucrat who led the international climate change negotiations over four tumultuous years, is resigning his post as of July 1, the United Nations said on Thursday. In a statement announcing his departure, Mr. de Boer expressed disappointment that the December climate change conference of nearly 200 nations in Copenhagen had failed to produce an enforceable agreement to reduce emissions of greenhouse gases that climate scientists say are contributing to the warming of the planet. A warming climate could lead to a more fragrant world, but it might disturb an intricate communication system used by plants, according to a review published recently in Trends in Plant Science. When Jarmo Holopainen grew white cabbages in a greenhouse in Finland, he found that over many years of sunlight and elevated levels of carbon dioxide, the plants' communication with the world was altered. Cabbages and most vegetation emit chemicals called biogenic volatile organic compounds, or BVOCs, that are mostly undetectable by humans. China has assured the United Nations in a new letter that it will work to meet its goal of slashing global warming emissions, but it stopped short of formally associating itself with the climate pact it helped craft last year in Copenhagen. Regulators of the world's second-largest emissions market disagree about whether to disqualify renewable energy projects that accept subsidies from developing nations like China, according to the board's chairman. Clifford Mahlung, the new chairman of the Clean Development Mechanism's Executive Board, said the board will work to overcome the split among its members and ease the approval of projects like Chinese wind farms and hydro plants.
