Drive to Delay Calif. Climate Law May Be Stuck in Neutral. An
election-year push to suspend California's climate change law
appears to be struggling amid rumors that supporters are having
trouble raising enough money to gather the signatures needed to

Arnold's Killin''Us. The Mojave Desert Air Quality Management
District’s board of directors, charged with keeping the Victor
Valley’s greenhouse gas emissions under control and our air as
pollution-free as possible, sent a letter to California Gov.
Arnold Schwarzenegger last week, the gist of which was “Arnold,
you’re killin’ us!” Actually, it’s not Arnold who’s directly
doing the damage, but a bill passed back in 2006 by the state
legislature (AB 32, full name of which is the Global Warming
Solutions Act) which imposes regulations on emissions and whose
goal is to reduce the “carbon footprint” of industries and

Palm Desert May Change Goal for Cutting Emissions. In 2007, the
Palm Desert City Council set an aggressive goal of cutting the
city's carbon emissions to 7 percent below 1990 levels by 2012.
But the council could be setting its sights considerably lower
today when it votes on a sustainability plan that would cut the
city's carbon emissions 7 percent below 2008 levels in the next

Salinas-Based Rapid Harvest Fined $16,500. Salinas-based Rapid
Harvest has been fined $16,500 by the California Air Resources
Board for diesel emissions violations. James Ryden, the board’s
enforcement chief, said that in 2005 the company failed to

Logue Hot About Global Warming. Assemblyman Dan Logue is moving
ahead with plans to put California's landmark global emissions
legislation on the November ballot. Within the next two weeks,
Logue said, teams of signature gatherers will begin setting up in
front of stores and heavily traveled public spaces across the
state to get enough support for his initiative, which Democratic

Finance Leaders Unveil $84B Jobs Bill, Include Energy Credits.
Senators unveiled a bipartisan $84 billion draft bill today aimed
at spurring a sputtering economy that includes extensions of
several energy tax incentives and current highway law. The draft
bill includes one-year extensions of existing tax credits for
hybrid heavy trucks and biodiesel and renewable fuels, which were
included in the House jobs bill. Added to those energy provisions
in the Senate version are extensions for low-sulfur diesel fuel,
production of fuel from coke or coke gas, and energy-efficient
home upgrades. The bill also extends the current highway and

Sensible Rules for Ethanol. Despite pressure from farm state
politicians, the Environmental Protection Agency has taken an
important step to ensure that biofuels help rather than hurt the
environment. Under new guidelines, biofuels produced at new
facilities — including ethanol from corn, sugar, plants and other
sources — must achieve at least a 20 percent reduction in
greenhouse gas emissions compared with conventional gasoline.

Air Board: GHG Sniffers for Research, Not Enforcement. A
companion radio piece to this post aired on The California Report
Tuesday morning. Scientists in California have begun setting up a
statewide network of monitors to track California's greenhouse
gas emissions. Similar equipment has been in place for years as
part of a continental network established by the National Oceanic
& Atmospheric Administration (NOAA). But officials at the
California Air Resources Board (CARB) say this new system will be

Public Invited To Free Energy and Clean Air Expo. A new rule
that passed in December 2009 requires employers of more than 100
in the Central Valley to encourage their workers to reduce the
amount of miles traveled by vehicle. For examples, this could be

Arcata Council Approves Loan For Footprint Recycling. The Arcata
City Council approved a loan to local biodiesel producer
Footprint Recycling on Wednesday, but it is unclear if the vote
was official. A loan of $20,000 with a 3 percent interest rate
was set for approval before the council in a special meeting
Wednesday morning to help Footprint Recycling recover from an oil
spill last month, according to a city staff report. The site has
been under a cease and desist order since the spill and has not

6 Treated For Carbon Monoxide Poisoning In Santee. Santee,
Calif.—A San Diego County family is expected to recover after
being hospitalized for carbon monoxide poisoning. A fire
dispatcher says a Santee couple and their four children were
taken to the hospital shortly after 11 p.m. Wednesday after the
man called 911 to report his family was ill. Posted.

Solar Power Comes To The Point Reyes National Seashore. A
photovoltaic system that will produce approximately 16,000
kilowatt-hours annually has been installed at the Point Reyes
National Seashore headquarters building in Olema. Installed by
SunWize Technologies of Kingston, N.Y., the solar system will
generate 33 percent of the electrical power consumed by

University Announces New Review Of Climate Science. London—The
University of East Anglia says it will conduct a new review of
the science published by its scandal-hit Climate Research Unit.
The university says the prestigious Royal Society science academy
