Wind Energy Job Growth Isn't Blowing Anyone Away. Despite record
growth in generating capacity, the industry is creating few
employment opportunities overall. America's wind energy industry
enjoyed a banner year in 2009, thanks largely to tax credits and
other incentives packed into the $787-billion economic stimulus
bill. But even though a record 10,000 megawatts of new generating
capacity came on line, few jobs were created overall and wind
power manufacturing employment, in particular, fell -- a setback
for President Obama's pledge to create millions of green jobs.

U.S., China, Others Join Copenhagen Accord On Climate. Each
nation determines its own target for reducing greenhouse gas
emissions. The United States, China and dozens of other countries
accounting for nearly 80% of the world's greenhouse gas emissions
have signed onto a voluntary agreement to curb climate change. If
the countries make good on their pledges, they will dramatically
reduce the emissions scientists’ link to global warming, but not
enough to hold temperatures to levels scientists say are needed
to minimize risks of drought, flooding and other catastrophic

New Friday Deadline Looming For Port Of Oakland Truckers. Port
of Oakland truckers are facing another deadline: They have until
Friday to line up financing to pay for diesel filters or new
trucks to comply with the state's strict air quality rules that
went into effect Jan. 1. Drivers who are not able to purchase the
new equipment will not be able to haul cargo at the Port after
Feb. 15, but organizations who are offering low-cost loans to pay
for the filters say they have received fewer applications than

Obama Budget Proposal Pushes Climate Regulations Forward. Both
climate regulatory and climate adaptation programs won cash
infusions in President Obama's budget proposal yesterday, despite
a tough budget year that saw overall cuts at environment, natural
resource and land management agencies. Environmentalists said the
budget underscored the administration's seriousness about its
climate change agenda, even when the programs were not linked

Renewables in Vogue at Obama's DOE. Nuclear, solar and wind
power are the popular kids in the Energy Department schoolyard
this year, while oil, gas and coal have been sent to detention.
When he sent his proposed spending plan to Congress yesterday,
President Obama recommended subsidizing new nuclear plants with
loan guarantees and shoveling more money at wind and solar
research. But when the administration's budget cutters got to the
oil patch, they found a target-rich environment with plenty of

Heating Up. John Benoit brought at least one thing with him from
his days in the Legislature to his new position as a Riverside
County supervisor: His opposition to AB 32. The bill, known as
the Global Warming Solutions Act, was passed in 2006 and aims to
roll back the state's greenhouse gas emissions to 1990 levels by
2020. Benoit, who voted against the bill when he was in
Sacramento, asked that his colleagues on the board send a letter
to Gov. Arnold Schwarzenegger urging him to suspend AB 32's
implementation until the state reaches 6 percent unemployment.

Study: Trees Are Growing Faster Because Of Climate Change.
Forests in the eastern United States are growing faster than in
the past and climate change appears to be a primary reason, a new
study finds. More than 90% of the trees analyzed grew two to four
times faster than predicted, according to the 22-year-long study
published in Tuesday's Proceedings of the National Academy of

Feinstein, States Support Funding Boosts for EPA's Greenhouse
Gas Regs. Battle lines were drawn yesterday as the chief Senate
architect of the U.S. EPA spending bill and state regulators
backed a White House proposal to ramp up funding for programs to
curb greenhouse gas emissions, and congressional opponents vowed
to fight the agency's efforts. "I would support it," Senate
Interior Appropriations Subcommittee Chairwoman Dianne Feinstein
(D-Calif.) said yesterday of President Obama's suggested $43
million boost for EPA programs to limit greenhouse gases in
fiscal 2011. "There's no question about greenhouse gas in my

Converting Coal Plants to Biomass. Converting coal plants to
burn wood chips and other biomass is a cost competitive way to
reduce reliance on coal, a new study suggests. Coal-powered
generating stations retrofitted to run on a mixture of coal and
dried wood pellets can produce cost-competitive, emission-reduced
electricity even without the advent of a cap-and-trade system,
according to a new biomass life cycle analysis published in the

Big Companies Push More Suppliers To Track Emissions. New York
-- The number of corporations pushing greenhouse gas emissions
reporting and reduction strategies onto their suppliers is
quickly growing and will likely triple in the next five years,
according to a new survey by a U.K.-based nonprofit. But even as
major manufacturers become more interested in tackling climate
change, firms further down the supply chain are still far behind
and need to catch up quickly, warn analysts with the Carbon
Disclosure Project. The group compiles corporate carbon emissions
