worry about state-by-state regulations. Washington -- California
officials have threatened to pull out of a historic compromise
with U.S. automakers and the Obama administration for a 35.5

Calif. 'Cool Cars' Rules May Hurt Cell Phone Coverage.
Washington -- The wireless phone industry says California's "cool
cars" standards could impact 911 and other mobile phone calls in
some areas. In comments to California's Air Resources Board, the
trade group representing the nation's largest cell phone
companies, warned California that its planned requirements to
force automakers to block solar heat from vehicle interiors could

Coalition's Lobbying Efforts May Conflict With Green Firms. An
organization fighting California's climate legislation is
representing both major carbon polluters and several green
businesses. The AB 32 Implementation Group, represented by public
relations firm Woodward & McDowell, claims to be a coalition of
interests focused on global warming regulations. The organization
has been campaigning to undermine the state's 2006 Global Warming
Solutions Act, which mandates a 25 percent reduction in emissions

Hundreds Of Port Of Oakland Truckers Who Followed Rules Still
Rejected At The Gates. Oakland — Homan Huang pulled up his rig to
the TraPac terminal at the Port of Oakland before 9 a.m. Tuesday
to pick up a container and take it to Napa. Two hours later, he
had been turned away at the gate and was instead stuck in a
creeping line of hundreds of drivers, all waiting to find out why

Port Of San Diego Requires Truck Registration. Truck drivers who
don’t regularly haul loads to and from the Port of San Diego may
not be aware of a new requirement going into effect this week. 
The Port of San Diego is requiring trucking companies that haul
to and from the port to register truck owner information into its

U.S. Bound By Obama's Copenhagen Emissions Pledge -- U.N.
Official. The United Nations will hold President Obama to his
promise that the United States will reduce carbon emissions even
if the Senate cannot pass climate legislation, U.N. climate chief
Yvo de Boer said this morning. In his first public comments since
the Copenhagen climate summit last month that produced a
nonbinding promise from major-emitting countries to cut
greenhouse gases, de Boer noted that Obama vowed the United
States will slash carbon about 17 percent below 2005 levels in

The Folly Of Carbon Emission Reduction Laws. Months ago, when
you reported that manmade global warming would cause flooding of
the entire Napa Valley by 2100, I started to write to you, but
instead I satisfied myself with a hearty laugh. However, I was

Murkowski 'Leaning Toward' Disapproval Resolution Against EPA
Climate Regs. Sen. Lisa Murkowski (R-Alaska) will likely move
forward with a formal resolution to block U.S. EPA's climate
regulations, rather than force a vote on an amendment to limit
the agency's regulatory authority, she said today. Murkowski,
ranking member of the Energy and Natural Resources Committee,
said she is "leaning toward" forcing a vote soon on a disapproval
resolution that would effectively veto the Obama administration's
"endangerment finding" that links man-made greenhouse gases to

U.N. Climate Chiefs Apologize For Glacier Error. The U.N.'s
leading panel on climate change has apologized for misleading
data published in a 2007 report that warned Himalayan glaciers
could melt by 2035. In a statement released, Wednesday, the
Intergovernmental Panel on Climate Change (IPCC) said estimates
relating to the rate of recession of the Himalayan glaciers in
its Fourth Assessment Report were "poorly substantiated" adding
that "well-established standards of evidence were not applied

Obama Steadily Rewriting Environmental Policy. Though little
noticed by a public focused on the recession and health care,
over the past year the Obama administration has steadily
rewritten a host of the country's environmental policies, from

temperature analysis to be officially released this week shows
that 2009 tied with 2007 for the second warmest year in the 130
years of global thermometer records. The analysis, which was
distributed by top NASA climate scientist James Hansen and
published on the realclimate.org Web site on Sunday, also shows
that 2009 was the warmest year on record for the Southern
Hemisphere. In a separate analysis, the U.S. National Climatic
