orspark -- Draft proposed Zero-Emission Equipment (ZEE) Credit Program regulations for Small Off-Road Engines

The Air Resources Board has released a draft of the supplemental 15-Day Modifications to the Small Off-Road Engines (SORE) regulation amended on November 21, 2008. Comments on this draft will go directly to staff and as such will not be part of the public record and may include confidential information. The draft can be found on the Small Off-Road Engines webpage, www.arb.ca.gov/msprog/offroad/sore/sore.htm. The amended changes included discontinuation of the production emission credit program, modifications to the certification emissions credit program, and an addition of a zero-emission equipment (ZEE) credit program in the small off-road engines. At the time of the Board hearing in November 2008, staff recognized that the proposed ZEE credit program provisions lacked specificity, and expected that they would be clarified later using a supplemental 15-day notice process. Accordingly, in January 2010, staff will issue the supplemental 15-day Notice of modifications to the SORE amendments adopted by the Board. Specifically, these modifications will clarify ZEE credit program provisions. To facilitate the evaluation of the modifications that will be proposed under that Notice, staff is issuing a draft version of the proposed modifications for comment at this time. Attached is a draft version of the proposed ZEE credit program regulation amendments. In order to satisfy the required deadlines that are involved in this process, comments related to these draft amendments must be received by Monday, January 11, 2010.
