shorepower -- Compliance Advisory: At-Berth Ocean-Going Vessels Regulation

This compliance advisory applies to operators of terminals with shore power infrastructure, and to vessel operators of fleets that choose the Reduced Onboard Power Generation (Shore Power) option, and have vessels in their fleet that are shore-power equipped and visit a berth that has compatible shore power. Starting January 1, 2010, shore-power equipped ships visiting berths that are equipped with compatible shore-power infrastructure must connect during every visit to that berth. (See section (d)(1)(I) of the regulation-page 11.) Exceptions apply for emergency events described in this section. This requirement is expected to affect only a few fleets visiting California. For reference purposes, the regulation can be found at: http://www.arb.ca.gov/regact/2007/shorepwr07/93118-t17.pdf Starting January 1, 2010, operators of shore-power equipped ships must maintain records of shore-power visits. Records must include the information identified in section (g)(1)(B) of the regulation (page 29). Pursuant to this section, ARB may request submittals of records for compliance determination. Starting January 1, 2010, operators of terminals that have shore power infrastructure in place must also maintain records of shore-power visits. Records must include the information identified in section (g)(3)(B) of the regulation (page 35). Pursuant to this section, ARB may request submittals of records for compliance determination.
