CARB Reporting Deadline Looms; Rule Changes Up In Air. In spite
of calls for changes or delays in the pending 2010 CARB
(California Air Resources Board) emissions requirements for
diesel-powered vehicles, the regulations are still in place but

-When China declared it would cut emissions relative to economic
growth, energy analysts applauded. Congress yawned. When China
offered specific targets -- 40 to 45 percent reduction from 2005
levels -- climate experts were impressed. U.S. lawmakers raised a
collective eyebrow. China can't be trusted to do what it

Video: Black Carbon Travels the Globe. San Francisco — Black
carbon, the soot emitted when fuels like diesel, wood and coal
are burned, may have a bigger impact on climate in some areas
than greenhouse gases. New research presented here at the
American Geophysical Union meeting shows that the 20 percent
decrease in the extent of Himalayan glaciers since the 1960s may
be partly due to an influx of black carbon from Asian cities.

US Envoy: Doesn't Expect Any Change In US CO2 Cut Commitment.
Copenhagen -The U.S. climate change envoy said Tuesday he doesn't
expect his country will improve its commitments to cut carbon
dioxide emissions by 17% by 2020 from 2005 levels at talks for a
new agreement to fight climate change. "I am not anticipating any
change in the mitigation commitment," Todd Stern said during a
press conference. Other participants in the negotiations,
including the European Union, have been asking the U.S. to do
more, in order to pave the way for an international accord to

Gov. Arnold Schwarzenegger says world policymakers do not have to
choose between a clean environment and economic growth.
Schwarzenegger said "we've proved that over and over again in

On The Waterfront: Dispute over Low-Sulfur Ship Fuel Headed Back
to Court. The shipping industry finds itself headed back to court
with California's top air quality cops over a new law requiring
ships use low-sulfur fuel within 24 miles of the state's
coastline. The Pacific Merchant Shipping Association has been
granted a hearing in the 9th Circuit Court of Appeals over the
Golden State's rule that freight ships use ultra-low sulfur fuels
in both their main and auxiliary engines when traversing the

Federal Dollars En Route to Northern San Joaquin Valley. San
Joaquin Valley earmarks are alive and well in a huge spending
bill about to be signed by President Barack Obama. After a flurry

California Port Truckers Will Protest, Reportedly Strike.
Several port truck driver associations are saying they’ll protest
a pending state diesel emission rule on Wednesday, Dec. 16 – and
some drayage drivers may even strike. According to the
California-based National Port Drivers Association, independent
truckers at the Port of Long Beach are scheduled to form a
protest caravan on Wednesday – two weeks before many trucks will
be banned from the port. The trucks are protesting California’s
Port Drayage Rule, which goes into effect next month. Posted.

a new financing program to help property owners borrow money to
