California has long been regarded as a pioneer in the field of
air quality regulation. Our ever-expanding population of 37
million people and 26 million vehicles, combined with our unique
geography and climate, has forced us – the Air Resources Board –
to become experts at how to reduce air pollution emanating from
an amazing variety of sources. As a result, new cars and trucks
generate 99 percent fewer smog-forming emissions than they did 40

EDITORIAL: Unhealthy CARB. Consumers nationwide should protest
to a hyperactive California regulatory agency on the verge of
ruining automobile global positioning systems and other safety
features. Because California is such a large market, car
manufacturers trying to comply with Golden State mandates might
change auto designs nationwide.  At issue is a rule being
considered by the California Air Resources Board (CARB)
threatening to require all cars and light trucks sold in
California after 2012 to feature metallic reflective window
glazing to keep interiors cool and thus use less air
conditioning. Less AC, goes the theory, would mean lower carbon

Editorial: Pay-As-You-Drive Insurance. PERSUADING MOTORISTS to
voluntarily drive less and thereby reduce gasoline consumption,
air pollution, traffic congestion and motor vehicle accidents is
a concept that deserves public and private support. California
Insurance Commissioner Steve Poizner agrees. To that end, he has
released regulations allowing mileage verification for
pay-as-you-drive green insurance policies. Insurance premiums in
California are currently based partly on miles driven as

Is The Business Climate Changing When It Comes To Global
Warming? A pair of big California companies made national
headlines last month when they pulled out of the US Chamber of
Commerce over that business group’s stand on global warming. The
departure of Apple Computer and Pacific Gas & Electric has proved

Revisions to the California State Implementation Plan,
California Air Resources Board Consumer Products Regulations.  --
SUMMARY: EPA is finalizing approval of revisions to the
California Air Resources Board portion of the California State
Implementation Plan (SIP). These revisions were proposed in the
Federal Register on June 26, 2009 and concern volatile organic
compound (VOC) emissions from consumer products. We are approving
State rules that regulate these emission sources under the Clean

New Business Group Backs Climate-Change Bill. A new group of
businesses - including retail giant Gap Inc. and several large
utility companies - joined the lobbying fray over climate change
on Wednesday, arguing that Congress must pass legislation to
limit greenhouse gases as soon as possible. American Businesses
for Clean Energy will push for passage at the same time that
other business groups, most notably the U.S. Chamber of Commerce,
try to block or change global warming bills wending their way

Climate Insurance Is In The Cross Hairs As Negotiators Prep For
Copenhagen. Advocates for nations vulnerable to climate change
are accusing the United States of trying to "kill" a prominent
global warming provision that would create a massive insurance
program for countries that face rising destruction from natural

C02 Emissions From Deforestation Are Exaggerated – Study. In a
potential blow to those who seek to protect forests in
less-developed countries, a new study suggests that carbon
dioxide emissions caused by tropical forest destruction have been
significantly overestimated. Research led by Guido van der Werf,
an Earth scientist at VU University Amsterdam and published in
the journal Nature Geoscience says the figure the
Intergovernmental Panel on Climate Change presented in 2007 is an

Stockton Charges Into Trucks. Electric vehicles will be produced
on Army Court.  Stockton - Electric Vehicles International
unveiled plans Wednesday to produce all-electric trucks and
delivery vans, as well as a two-seat electric city car and
plug-in hybrid car conversions, at its new Stockton assembly

Clunkers Data Shows Trade-Ins Gained Marginal Mileage. The
federal government's $3 billion "cash-for-clunkers" program to
boost the fuel efficiency of vehicles on American roads supported
only marginal gains in mileage in most vehicle swaps, according
to an analysis by the Associated Press. Government data show the
program mostly involved the trade-in of old Ford or Chevrolet
pickups for new ones that got only slightly better gas mileage.

Exxon Is Latest Oil Major Lured By Coal-Seam Gas Potential.
Exxon Mobil Corp. (XOM) has joined a growing list of major energy
companies looking to exploit an emerging source of natural gas
once seen mainly as the bane of coal miners. The world's largest
publicly traded company by market capitalization said last week
it has acquired about 2 million acres of coalbed-methane
resources in Germany, its first foray into the exploration of gas

Cal Cities Fare Well In 'Toxic Cities' Rankings. California got
an environmental black eye when the American Lung Association
ranked the air quality of American cities and placed six of the
state's urban areas on the list of those with the highest levels
of ozone pollution. Now Forbes magazine has expanded the
environmental rankings to include such factors as the number of
Superfund toxic waste cleanup sites and the number of industrial
facilities releasing toxic chemicals into the air to generate an
"overall toxic cities ranking" of the nation's 40 largest urban
