Who's In And Who's Out Of Cap And Trade – Study. A new analysis
backs up assertions by the Obama administration and congressional
leaders that key climate regulations will encompass only the
largest industrial emitters. The report, by Duke University's
Nicholas Institute for Environmental Policy Solutions, examined
how many facilities are likely to emit more than 25,000 metric
tons of carbon dioxide. Posted.

White House Aid Urges Cap-And-Trade System. Washington (Reuters)
- It would be a "big mistake" for the U.S. Congress to approve an
energy bill this year without placing a cap on greenhouse
emissions, the White House's top climate and energy adviser said
on Wednesday. Posted.

Algae As Fuel Slow To Grow. Bill Barclay anticipates that one
day Americans will drive their cars on fuel made from algae. He
thinks it could help reduce global warming, cut dependence on oil
and provide a big payoff on the hundreds of millions of dollars
in investment now flowing into algae research. But Barclay
doesn't expect any of this to happen soon. With some of the
nation's top algae biofuel experts meeting in San Diego this
week, Barclay was one of a number of speakers to caution against
expecting speedy results. Posted.

Changing Alliances Shape Climate-Change Debate. The high-stakes
fight over global warming legislation in Congress has forced
American businesses to pick sides. And some old alliances are
breaking as a result. Big-name companies such as Apple Inc. have
resigned from the U.S. Chamber of Commerce, dismayed by the
group's efforts to block greenhouse gas regulations. Nike gave up
its seat on the chamber's board. PG&E Corp. quit the group after
a chamber executive suggested holding a "Scopes monkey trial" on
the validity of global warming. Posted.

'Forest Offsets' By U.S. Firms Backed By Report. U.S. companies
could save tens of billions of dollars by investing in efforts to
combat deforestation in developing nations instead of cleaning up
their own domestic carbon dioxide emissions, according to a
report released Wednesday. The report, from the Commission on
Climate and Tropical Forests, backs the use of "forest offsets"
in the global effort to curb pollution that is heating up the
atmosphere. Posted.

Green Tech Execs Press For Climate Change Bill. Washington —
Hundreds of green-energy company executives, including many from
Silicon Valley, descended on Washington this week to urge members
of Congress to pass a sweeping climate change bill, which they
predicted would spur billions of dollars in clean-energy
investments and ease the nation's dependence on foreign oil.

Senators Seek Job Creation, Protection In Climate Bill.
Washington -- A Senate Democrat who's been worried about the
impact of impending climate and energy legislation on
manufacturing said Wednesday that he'd back the historic
legislation if it contains enough investment incentives and
protection for American businesses. Sen. Sherrod Brown, D-Ohio,
said those provisions, combined with limits on greenhouse gas
emissions, would unleash private capital and create new
businesses and a vast number of new jobs. Posted.

Senate Markup Schedule Hinges On EPA's Bill Analysis – Boxer.
The Senate Environment and Public Works chairwoman said today
that she won't schedule hearings and a markup of global warming
legislation until U.S. EPA completes its analysis of the measure.
Sen. Barbara Boxer (D-Calif.) explained that because the bill she
has written with Sen. John Kerry (D-Mass.) is so close to the
climate measure that passed the House in June, EPA's analysis
should not take long. Posted.

EPA Carbon Control Seen Fraught With Problems. Washington
(Reuters) - The Obama administration has warned it could use the
Environmental Protection Agency to help cut carbon emissions if
Congress drags its heels, but legal and logistical problems could
thwart that strategy. A Senate climate bill unveiled last week
faces slim odds of being passed and signed into law soon, with
the U.S. economy shedding jobs and coal-dependent states fearing
it would raise prices for electricity and steel and hurt
manufacturing. Posted.

Executives Urge Lawmakers To Pass Climate Bill. Washington --
Executives from about 150 companies, many involved in renewable
energy technologies, heard a pep talk at the White House and then
combed the halls of Congress on Wednesday to argue for passage of
a climate bill that is facing an uphill fight in the Senate. The
executives in scores of meetings with senators and their staffs
sought to counter opponents' arguments that the climate bill,
which will force a shift away from fossil fuels, also will lead
to much higher energy prices and cost American jobs. Posted.

Port of Oakland Favors Strict Truck Ban. Port of Oakland
commissioners agreed Tuesday they want narrow exemptions when
their ban on old "dirty-diesel" trucks entering the port goes
into effect Jan. 1. In a 5-0 decision, port commissioners favored
the stricter of two rule options that port administrators
presented to carry out a ban agreed to by commissioners June 16.
The port ban is intended to give teeth to a state ban, which
requires diesel soot filters on truck models built from 1994 to
2003 if they are to enter California ports. Posted.

Feds, Texas Officials To Discuss Air Pollution. Dallas - Federal
regulators who ruled Texas' often-criticized oversight of
industrial air pollution is out of line with federal law are
taking the first step to change the state's air-permit rules. The
Environmental Protection Agency is meeting Thursday with the
Texas Commission on Environmental Quality, environmentalist
groups and business leaders for the first time since announcing
Sept. 8 that it wants to scrap major portions of the state permit
program because it doesn't comply with the Clean Air Act. Posted.

Cleantech: The Next Big Thing? San Francisco — Our economy sure
could use the Next Big Thing. Something on the scale of
railroads, automobiles or the Internet — the kind of breakthrough
that emerges every so often and builds industries, generates jobs
and mints fortunes. Silicon Valley investors are pointing to
something called cleantech — alternative energy, more efficient
power distribution and new ways to store electricity, all with
minimal impact to the environment — as a candidate for the next
boom. Posted.

organizations announced Thursday a pilot project to allow
landowners who selectively log their forests to earn carbon
credits they can trade on the open market. Such a trading system
is part of legislation before Congress that would cap greenhouse
gases nationwide. Posted.

first attempt to examine climate change's potential effects on
fisheries worldwide. It projects how the shifting ocean
temperatures will affect 1,066 species, ranging from tiny krill
to sharks. Posted.

Coastal Panel Grants San Diego Waiver On Pollution, A Potential
$1.5 Billion Savings. In a striking change of direction, the
California Coastal Commission Wednesday voted 8-4 to give San
Diego its third exemption from pollution standards set by the
federal Clean Water Act. Just two months ago, commissioners

County Supervisors To Navy: Clean Up All Your Contamination In
Morris Dam. A Navy plan to clean up only part of the
contamination it left near Morris Dam is inadequate, according to
County Supervisor Michael Antonovich. "A half-hearted effort at
cleanup does not resolve the issue of toxics getting into the
water supply. We need 100 percent clean up," Antonovich said. At
the urging of the supervisor, the County Board of Supervisors
unanimously approved Tuesday a motion calling for 100 percent
cleanup of the arsenic, perchlorate and other heavy metals the
Navy is responsible for dumping at the site. Posted.

San Diego Motorcycle Dealer Responds To CARB Press Release. In
response to a press release issued by the California Air
Resources Board (CARB) as one of the effected parties, I feel
compelled to comment to what was an inaccurate and very
misleading press release issued by CARB. In 2004 my dealership GP
Motorcycles retailed some model year 2004 and 2005 Husqvarna
off-road motorcycles. After the fact I learned that license
plates had been issued for these units by the State of California
Dept of Motor Vehicles. Posted.

Cleantech Counterpoint: How California Can Learn From Spain’s
Clean Power Folly. Renewable energy has for years been hailed as
the predominant solution to California’s energy dilemma, a
sentiment that more recently has been supported by public policy
as well. But while there’s no question that sustainable energy is
exciting, if Spain’s experience is any example, misplaced
government mandates, aggressive special interests and
taxpayer-funded subsidies for the clean power industry would cost
us dearly. Posted.
