Sacramento -- Companies that produce large amounts of greenhouse gases will have to pay new state fees under a decision made Friday - a key step in California's far-reaching program aimed at slowing global climate change. Right now the fees affect only about 350 companies, but experts say they are an important move in averting some of the most catastrophic possible results of climate change. Stickers allowing them in HOV lanes expire Jan. 1, 2011, but only the most economical may get extensions. The days may be numbered for hybrid car owners who have enjoyed traveling solo in California's carpool lanes. The stickers granting that privilege to 85,000 hybrid owners are set to expire Jan. 1, 2011. There are proposals in Sacramento to extend the deadline, but they would exclude most of the vehicles that originally qualified for the program, such as the Toyota Prius, the Honda Civic hybrid and the original Honda Insight. One of California's most coveted motoring perks is up for grabs again. The yellow decals that give nearly 85,000 solo drivers of fuel-sipping hybrids – mainly Toyota Priuses – free access to the state's carpool lanes are set to expire at the end of 2010. Now, some lawmakers want the state to give out another round of the stickers in January 2011 to boost sales of the next generation of super-efficient vehicles. When Industry-based Athens Services pays a recent fine for trash trucks that violated state diesel emissions laws, some of the money will help fund an Oakland-based community college program. Along with being required to dole out $200,000 in penalties to the California Air Resources Board - the agency that cited the Industry-based trash hauler - Athens must send a $33,750 check to the Peralta Community College District in Oakland. Climate talks kicked off in Bangkok Monday with the U.N. urging nations to break the deadlock over a global warming deal that is supposed to be finalized in just 70 days time, and warning that failure to act would leave future generations fighting for survival. When it comes to fighting climate change, pick a number -- any number. Nearly 200 countries have signed a U.N. treaty pledging to avoid "dangerous" climate change. But lately, it seems, "dangerous" is lost in translation. Fifteen years since that agreement took effect, scientists and governments are still grappling with what carrying out its promise means. While I agree that more jobs are needed, I don't want the proposed race track. Instead of a race track, that eastern part of the desert should seek green jobs. Look at La Quinta, which used land from an unused golf resort to make food. The race track claims it will create jobs, but I think there will be few, with the money going to the developers. A political storm is brewing over three percentage points. As the U.S. Senate prepares to release major climate legislation this week, environmentalists are pushing to increase the bill's emission cuts by 2020. The climate bill that passed the House in June called for cutting greenhouse gas emissions 17 percent below 2005 levels in the next decade, but the Senate version authored by Sens. Barbara Boxer (D-Calif.) and John Kerry (D-Mass.) could hike the number as high as 20 percent, according to sources close to Capitol Hill negotiations. On paper, the recycling program was touted as a bold step toward California's green, climate-friendly future. A mountain of plastic and metal would be diverted from landfills. Greenhouse gas emissions would tumble. And one of Gov. Arnold Schwarzenegger's climate change goals – trimming power use in state buildings by 20 percent – would nudge closer to reality as agencies snapped up new, more efficient office printers. But that was also the day that a seemingly endless heat wave descended on Orange County, sending temperatures above 100 degrees inland. But change is coming, and it’ll be not only noticeable but soothing. Alameda — Kwan Smith braved stifling summer temperatures one recent day while preparing a beautiful Clinton Avenue home for the installation of solar panels. Despite the heat, Smith didn't curse the sun. Rather, she was thankful for it. That's because the 19-year-old Oakland woman knows the planet's oldest energy source fuels the growing, cutting-edge solar industry about which she has become deeply impassioned. And, thanks to an East Bay green jobs program, it also has led her to a potential "green-collar" career. Posted. http://www.insidebayarea.com/oaklandtribune/localnews/ci_13428471 Calif. Clean-Air Program Designed To Boost Forests. Sacramento, Calif.—California air regulators Thursday expanded the state's carbon-offset program to include forests across the country, creating the most far-reaching effort of its kind in the nation. The program is voluntary and was endorsed unanimously by the California Air Resources Board. Have you been impressed by the civility of the discussion and the intellectual honesty of reform opponents? If so, you'll love the next big debate: The fight over climate change. The House has already passed a fairly strong cap-and-trade climate bill, the Waxman-Markey act, which if it becomes law would eventually lead to sharp reductions in greenhouse gas emissions. Could following the next steps toward California's new clean-energy economy really lead to burdensome regulations and increased job loss? Or, instead, will the implementation of AB 32, the groundbreaking road map to that future, more likely lead to further innovation and leadership? How we answer these timely questions could determine our state's economic future. Arnold spies on his kids while they shower. But that's actually not as creepy as it sounds. (I think.) Gov. Arnold Schwarzenegger addressed the Commonwealth Club of California at the Fairmont Hotel in San Francisco today to mark three years since he signed into law AB32, which set ambitious goals for the state to reduce its greenhouse gas emissions in coming decades. If you’ve been following climate science, you know what I mean: the sense that we’re hurtling toward catastrophe but nobody wants to hear about it or do anything to avert it. It's the wasteful habit the planet just can't shake: the never-changing incandescent light bulb. Flipping the lights on uses about a fifth of the world's electricity, according to the International Energy Agency. These lights cause emissions equal to those from 70 percent of the world's cars. And much of that is driven by the incandescent light bulb, a paragon of energy waste that makes up 70 percent of bulb sales worldwide. The pledge by G-20 leaders last week to phase out fossil fuel subsidies in the "medium term" is being cheered by environmentalists, but the vaguely worded pledge has raised a multitude of questions about its scope and implementation. "How meaningful this will be is very difficult to tell at this time," said David Pumphrey, senior fellow at the Center for Strategic and International Studies, a Washington think thank. Commerce, Calif. - It is 8:30 a.m. on a Sunday. Along streets of grimy stucco bungalows with bougainvillea, American flags, and “Beware of Dog’’ signs on chain-link fences, a couple of residents are hosing down lawns. It ought to be quiet, but it’s not. Behind the garden walls of Astor Avenue, there’s a chugging and a hissing and a clanking and a squeaking. Two yellow locomotives, hooked to cars piled high with metal containers, idle on the track of the Union Pacific. Their stacks spew gray plumes of smoke. Think propane and butane are just for barbecuing? Think again: The common cooking fuels can also chill your drinks and ice cream with less energy and almost none of the global warming worries of current refrigerants. States are beginning to address the question of whether hybrid and electric cars should be allowed in remain in carpool lanes as the number of such vehicles proliferates. That issue is under discussion in California, according to a report in The Sacramento Bee. Stickers allowing 85,000 solo-driven hybrids (mainly Toyota Priuses) into the state’s high-occupancy vehicle lanes expire at the end of next year.
