Sacramento, Calif. — California air regulators approved strict regulations Thursday for aerosol air fresheners, paint thinners and solvents as a way to lessen smog-forming emissions and reduce a health threat. The state Air Resources Board voted 8-0 to ban the sale of products that emit high levels of so-called volatile organic compounds. The rules are the toughest state mandate in the nation and will take effect Dec. 31, 2013. Clean-Air Program Designed To Boost Forests. California air regulators Thursday expanded the state's carbon-offset program to include forests across the country, creating the most far-reaching effort of its kind in the nation. The program is voluntary and was endorsed unanimously by the California Air Resources Board. Under it, land owners would receive so-called carbon credits for planting more trees, better managing their forests or agreeing not to convert their property to another use that would require cutting down trees. The California Air Resources Board on Friday will consider more than three dozen technical measures to reduce air pollution from locomotives and other equipment at the state's rail yards. Some Inland residents who live near rail yards say the measures are not aggressive enough. In a written statement today, Vernon City Administrator Donal O’Callaghan said his city’s electrical utility would submit a new application for a 330-megawatt facility, one he promised would be the nation's “cleanest burning natural gas power plant.” Assemblyman John Perez (D-Los Angeles) described the announcement as a victory for residents who argued that the larger plant would emit thousands of tons of fine soot particles linked to cancer, heart disease and other illnesses.
