California Lawmakers Pass Tougher Clean Energy Goals. Los
Angeles (Reuters) - A bill that would power up California's
already ambitious effort to shift to cleaner, renewable energy
has cleared the state legislature, but it was uncertain if
Governor Arnold Schwarzenegger would sign it. Schwarzenegger, who
supports the more aggressive requirements in the measure, is
under pressure from interests such as small energy producers and
local utility districts to veto the bill. Posted.

Schwarzenegger May Order A Change In Green Energy Rules. An
order expected this week would require a third of energy to come
from renewable resources -- possibly with no limit on importing
such power from other states. He may seek to include nuclear
power. Reporting from Sacramento. After vowing to veto this
year's biggest environmental bill, Gov. Arnold Schwarzenegger is
expected to issue an executive order by midweek that would
require all electric utilities to generate a third of their power
from renewable resources, such as wind and solar power, by 2020.

Climate Bill Politics Are Heating Up. Supporters of Obama's
clean-energy plan say the issue is not just jobs. National
security is at stake as well. Reporting from Washington. After
months of promoting President Obama's climate plan as a vehicle
to create millions of clean-energy jobs, supporters of the
legislation are increasingly pushing another strategy -- its
benefits for national security. It's a deliberate, anxiety-themed
effort to press a handful of fence-sitting moderates to support a
bill that will probably be the administration's next great
legislative push after healthcare. Posted.

NF3 Bill Clears State Legislature; Prospects With Governor
Uncertain. San Francisco -- The California Legislature has moved
to regulate a potent greenhouse gas that is not addressed by the
Kyoto Protocol or the state's global warming law. Legislation
approved last week by Sen. Jenny Oropeza (D) and delivered to
Gov. Arnold Schwarzenegger (R) gives the Air Resources Board
authority to curb the use of nitrogen trifluoride, or NF3, in the
production of flat-screen televisions, solar panels and
microprocessors. Posted.

Stricter Vehicle Emissions Rules Are Targeted. A lawsuit
challenges President Obama's efforts to further limit greenhouse
gas emissions by seeking to block the waiver the EPA gave
California under the Clean Air Act. A federal lawsuit by two
industry groups aims to halt the U.S. government and the state of
California from moving ahead with new greenhouse gas emissions
rules for cars and trucks -- an action that, if successful, could
scuttle a key piece of the Obama administration's plans to set
stricter nationwide standards for vehicles. Posted.

Climate Change To Slash Nations' GDP Up To 19 Percent – Study.
Nations expected to pay a big economic price for climate change
can ease their financial losses by taking cost-effective
preventive measures early on, like improving drainage and sea
barrier infrastructure, a new study out today finds. The report,
developed by a coalition of major climate change foundations,
found that global warming could cost some countries as much as 19
percent of their gross domestic product by 2030. Posted.

Rockefeller Finds It's Better to Negotiate on Climate Bill Than
Sit on Sidelines. As one of the nation's largest producers of
coal, West Virginia has more to lose than many other states when
it comes to the debate over comprehensive global warming and
energy legislation. And that is why across the state, the loudest
voices now being heard are against taking the kinds of aggressive
actions envisioned by President Obama and Democratic
congressional leaders. Posted.

Schwarzenegger Says He'll Veto Renewable Portfolio Mandate. San
Francisco -- California Gov. Arnold Schwarzenegger (R) has
pledged to veto the 33 percent renewable portfolio standard
passed by the California Legislature late last week. A pair of
renewable energy bills squeaked through the Statehouse late
Friday, just before lawmakers adjourned their annual session. But
the votes were met with immediate criticism from the governor,
who believes the measures would unfairly limit out-of-state
deliveries from wind, solar and geothermal energy sources.
