The Air Resources Board (ARB) has posted four updated documents
specific to the proposed regulatory program for reducing
high-global warming potential (GWP) refrigerant emissions from
stationary, non-residential refrigeration equipment through leak
repair, reporting, improved refrigerant recovery rates, and other
approaches. This control measure is being developed as an early
action measure pursuant to the California Global Warming
Solutions Act of 2006 (AB 32). 

All updated documents are available from the Refrigerant
Management Program website at:

recently posted include the following:

Appendix A – Draft Regulatory Language

Summary of Proposed Rule Changes 

Appendix B and Appendix C present the technical review of
staff’s research and analysis to estimate the baseline 2010 and
2020 business-as-usual and post rule implementation emissions
inventory, potential emissions reductions, and costs related to
the Refrigerant Management Program proposed regulation.  

ARB staff invites you to participate in a public workshop to
discuss proposed regulatory language for the Refrigerant
Management Program.  At the workshop, ARB staff will present an
overview of the sector, efforts to date, the updated draft
preliminary results of emissions inventory, cost analysis, and
the draft regulatory language.  A staff presentation will be
posted on our website prior to the public workshop.
