arbcombo -- GHG Reporting Tool Training Site Now Available

ARB's Mandatory GHG Reporting web pages have been updated to provide access to the GHG Reporting Tool Training Site. The Training Site for the California Greenhouse Gas (GHG) Reporting Tool is now available for use by facilities and power entities subject to mandatory GHG emissions reporting. The login page and documentation, including User Guide and Primer for the Reporting Tool, can be found via the tool website at http://www.arb.ca.gov/cc/reporting/ghg-rep/ghg-tool.htm. The Training Site and support documents will enable reporters to become familiar with the tool leading up to activation of the actual Reporting Site on March 18, 2009. Facilities and entities who have confirmed their contact information with ARB have been mailed access codes in a letter dated February 25, 2009. Others with an interest in understanding the reporting tool are invited to review the posted documentation, and send a request for access to ghgreport@arb.ca.gov. The Reporting Tool is key to implementation of California’s mandatory GHG reporting regulation, approved by the Board in December 2007 and now effective. In addition to the tool guidelines mentioned above, Instructional Guidance that explains reporting requirements in detail is available at http://www.arb.ca.gov/cc/reporting/ghg-rep/ghg-rep.htm. In March and April 2009 staff will provide training workshops and webinars for GHG emissions reporting, including use of the online reporting tool and the training of third-party verifiers. The website will be updated as dates for these workshops and meetings are set. The final regulation text and Final Statement of Reasons (FSOR) are available on ARB's regulatory website: http://www.arb.ca.gov/regact/2007/ghg2007/ghg2007.htm. Reporting Schedule Update As a result of the delay in finalizing the Reporting Tool, ARB has posted a Regulatory Advisory providing a two-month grace period for reporters subject to the regulation’s April 1, 2009, reporting deadline. For this first year, the deadline for all sectors will be June 1, 2009. This will allow all reporters about three months to learn the reporting tool and complete their emissions reports. In addition, reporters who choose to have their initial emissions reports verified will have until December 1, 2009 to complete that process.
