ghg-rep -- GHG Mandatory Reporting Tool and Schedule Update

On February 25, the Air Resources Board will complete and post to its website the Greenhouse Gas Reporting Tool, to be used by facilities and entities subject to the California Mandatory GHG Emissions Reporting Regulation. The tool will be posted concurrent with the mailing of letters containing Reporting Tool access codes for the affected operators. Access to the tool will initially be limited to a training site, so that reporters can become familiar with the reporting system without having to enter actual emissions information. The final production version of the Reporting Tool is planned for release on March 18. During January and February, about twenty beta testers from affected industries joined ARB staff and the tool developers in working with the Reporting Tool, testing it under sample reporting scenarios. Numerous issues were identified and addressed through this process, and we worked to develop complete and effective documentation to assist reporters. Concurrent with the activation of the Reporting Tool training site on February 25th, a Reporting Tool Primer and an extensive User Guide will be made available. By mid-March, sector-specific step-by-step instructions for reporting GHG emissions using the tool will be posted to the ARB website. Training webinars for the tool will be held in March and early April. As a result of the delay in finalizing the Reporting Tool, ARB staff will soon post a Regulation Advisory providing for a sixty-day grace period for reporters subject to the regulation’s April 1, 2009, reporting deadline. For this first year, the deadline for all sectors will be June 1, 2009. This will allow all reporters about three months to learn the reporting tool and complete their emissions reports. In addition, reporters who choose to have their initial emissions reports verified will have until December 1, 2009 to complete this process.
