On October 10, 2008, staff released a Cargo Handling Equipment Enforcement Advisory to notify owners and operators at ports and intermodal rail yards of proposed regulatory changes being considered to exempt mobile cranes (other than rubber-tired gantry cranes) and sweepers from the Cargo Handling Equipment Regulation. This notice is meant to clarify that, as indicated in the Enforcement Advisory, the proposed regulatory changes being considered would exempt both mobile cranes and sweepers.
