Scoping Plan Supplemental Evaluations Background: ARB developed the Draft Scoping Plan in response to the Global Warming Solutions Act of 2006 (AB 32). AB 32 requires ARB to “evaluate the total potential costs and total potential economic and noneconomic benefits of the [Scoping Plan] to California’s economic, environment and public health, using the best available economic models, emission estimation techniques and other scientific methods” (Health and Safety Code (HSC) §38562(c)). The Evaluation Supplements assess both the economic and public health effects of the ARB’s June 26, 2008 Draft Scoping Plan. The Economic Analysis Supplement summarizes ARB’s evaluation of the impact on California’s economy by implementing the measures set out in the preliminary recommendations of the Draft Scoping Plan. ARB has also conducted a preliminary evaluation of the potential public health benefits associated with the preliminary recommendations in the Draft Scoping Plan. The public health analysis is focused primarily on the quantification of public health benefits from air quality improvements that would result from implementation of the Draft Scoping Plan. In addition, ARB’s Draft Scoping Plan Measure Documentation Supplement contains a measure-by-measure summary of the assumptions and calculations ARB used in developing GHG emission reductions, costs, and savings for measures in the Scoping Plan and associated appendices and supplemental evaluations. We are requesting comments on these Supplements as soon as possible, recognizing that these comments will not be able to be reflected in the October 3rd release of the Proposed Scoping Plan. The October 3rd Proposed Scoping Plan will contain an economic and public health assessment of the final staff recommendation and will be available for additional public comment.
