harp -- HARP version 1.4a is now available

This email is to notify you that HARP version 1point4a is now
available for download from the HARP website.  Please go to:
http://www.arb.ca.gov/toxics/harp/harpdownload.htm.  This
version fixes issues identified in HARP version 1.4. 

After the HARP installation is complete, you must update the
Pollutant and Conversion tables in each of your project
databases (e.g., HARP.mdb).  Please follow the step-by-step
instructions (provided on the HARP website)for installing the
HARP update and for updating your project databases.

Changes since version 1.4

•  Carbon monoxide (pollutant ID 42101) has been added back to
the list of pollutants.  Pollutant ID 42101 should be used for
reporting carbon monoxide as a criteria pollutant.  If you have
been using carbon monoxide (pollutant ID 630080) to report your
criteria emissions of carbon monoxide, then you should convert
those pollutant IDs to 42101.  To convert your pollutant IDs,
use one of the scripts below in the General Query Report window
of HARP.  See page 5-39 in the HARP User Guide for instructions
on how to use the General Query Report window.  Please note that
you should continue to use pollutant ID 630080 for reporting
carbon monoxide emissions under the Air Toxics “Hot Spots”
Program.  If you have any questions about this change, please

Update Script 1 - Updates emission records for a specific
facility

Change the facility id (FACID), county (CO), air basin (AB),
district (DIS), and year (YEAR) information that are specific to
your facility

•  A bug was fixed in the Keyhole Markup Language (KML) feature
that allows you to export the map and risk data to Google Earth.
 If the risk data was sorted prior to generating the KML file,
the risk details in the KML file would not correspond to the
receptor location.

•  A bug was fixed in the KML feature.  If there were a large
number of receptors in the risk analysis, HARP would error when
the KML file was created.

•  The receptor index in the KML file now matches the receptor
index in the Risk Analysis Module.
