The first in an ongoing series of program design technical
stakeholder meetings will be held from 1:00 p.m. to 5:00 p.m. on
February 6, 2008 in the Sierra Hearing Room at the CalEPA
building in Sacramento. This series of meetings is being held in
order to provide interested stakeholders the opportunity to
provide input concerning various elements of the program design
that will become part of the AB 32 Scoping Plan. 

AB 32, the Global Warming Solutions Act of 2006, requires the
California Air Resources Board (CARB) to prepare a Scoping Plan
for achieving the maximum technologically feasible and
cost-effective reductions in greenhouse gas emissions by 2020.
Development of the Scoping Plan will include an analysis of
potential emission reductions across all sectors.  

The February 6 meeting will provide a description of the set of
policy scenarios that are being developed for the initial round
of modeling using Energy 2020 and E-DRAM. CARB is developing
these scenarios to describe a range of possible approaches to
implementing AB 32, such as use of a carbon fee, use of a cap
and trade program, or reliance on direct regulations on emission
sources or industrial sectors.  After input from stakeholders at
this meeting, CARB will finalize a small set of policy scenarios
to model in time for discussion at the planned April 4 Scoping
Plan scenarios workshop. 

Workshop materials and an agenda will be posted prior to the
meeting at ARB’s Climate Change website
(http://www.arb.ca.gov/cc/cc.htm) and made available in hard
copy at the meeting.  At this website, you may also join our

AB 32.
