Refinery Emergency Air Monitoring Assessment Report Second Objective Release. CARB staff is pleased to announce the release of the Refinery Emergency Air Monitoring Assessment Report which includes actions to improve air monitoring, modeling, and communication around California’s major refineries. The report’s recommendations seek to create a layered air monitoring strategy around refineries that process more than 10,000 bbls/day of crude oil and improve modeling tools to better communicate risks to the public during routine and unplanned air releases. CARB staff anticipates conducting public workshops in conjunction with the Interagency Refinery Task Force’s Safety Forums to be scheduled soon.
