CAP AND TRADE

E.U. to host talk with Calif., carbon-trading nations. The
European Union is hosting a climate workshop next month with
China, Canada, New Zealand and California ahead of this fall's
U.N. talks to discuss their emissions trading systems. The
meeting is being organized by the European Commission's
director-general for climate action, Jos Delbeke, and will
involve discussion of the potential to link carbon markets…

Where to spend $1.5B in cap-and-trade revenue? California's
Legislature is debating how to spend about $1.5 billion in
revenue from the state's cap-and-trade program for carbon dioxide
emissions in the next year, with the potential for far more in
years ahead.
The $1.5 billion reflects the amount projected for the upcoming
fiscal year plus an existing pool of unspent funds…

AIR POLLUTION

Cleaner air, cooler buildings: urban trees save megacities
millions. Trees in cities reduce air pollution, absorb carbon and
protect people during heatwaves, saving megacities more than $500
million a year in healthcare, energy costs and environmental
protection, according to new research. With one in ten people
predicted to live in cities of more than 10 million inhabitants
by 2030…

Long Beach company ordered to reduce hexavalent chromium
emissions. A North Long Beach aerospace supplier is the latest
metal finishing facility being forced to reduce its emission of a
hexavalent chromium, a carcinogen linked to lung cancer. An
administrative board on Thursday ordered Lubeco, Inc., to curtail
the release of chromium-6 to prevent any harm to residents and
children at a nearby school.

Key senator vows to block climate deal that would aid polluters.
An irritated chairman of a state Senate Budget subcommittee says
he intends to thwart a recent move by the state Air Resources
Board that could give California’s biggest polluters a cushion of
more than $300 million. In a sharp rebuke of the board, Sen. Bob
Wieckowski said Thursday that he’ll insert language into next
year’s budget bill instructing regulators to reduce the free
compensation…

UW Study Finds Surprising Lack Of Research On How Air Pollution
Affects Birds. The effects of air pollution on human health have
been well documented. We also have research on how air pollution
affects plants and wildlife. What’s not as well known? How this
same pollution affects birds. "Even though we hear about the
canary in the coal mine, when you start looking into it…

Icy air reveals human-made methane levels higher than previously
believed. In 2011 a team of researchers led by Vasilii Petrenko,
an assistant professor of Earth and environmental sciences at the
University of Rochester, spent seven weeks in Antarctica
collecting and studying 2,000-pound samples of glacial ice cores
that date back nearly 12,000 years.

EPA recommends leaving current SO2 standard in place. U.S. EPA's
air quality office is recommending against any change to the
current primary sulfur dioxide standard, according to a draft
assessment released yesterday. Currently available evidence does
not call into question "the adequacy of protection" provided by
the current 75 parts per billion standard…

CLIMATE CHANGE

Narwhals Are Helping NASA Understand Melting Ice and Rising Seas.
Never send a satellite to do a whale's job. Greenland’s ice cap
holds beneath it 10 percent of the earth’s freshwater, enough to
raise global sea levels by 20 feet. While there's no doubt it is
melting, scientists have little certainty about exactly what's
happening inside this 10,000-year-old ice roughly three times the
size of Texas.

The Relationship Between Hurricanes and Climate Change. How much
does Hurricane Harvey, or any particular storm, have to do with
climate change? The relationship between hurricanes and climate
change is not simple. Some things are known with growing
certainty. Others, not so much. The most recent draft of a
sweeping climate science report pulled together by 13 federal
agencies as part of the National Climate...

This Is What Climate Change Sounds Like. One of the best
instruments scientists can use to map climate change is roughly
the size of a thumb—and adorable. The humble tree frog (genus
Hyla) has proliferated from Florida to Alaska, yet it’s a
delicate critter. Its disappearance from a habitat is an early
warning that the place is becoming deforested, drier, or simply
hotter.

How California’s car culture hurts the state’s fight against
climate change. Californians can’t shake their love affair with
cars – and pickup trucks and SUV’s. That’s hurting the greenest
state in the union’s much-publicized crusade against climate
change. While California is making headway in reducing greenhouse
gas emissions, the rate of progress is slowing.

Climate Change Will Likely Trigger More Deadly Landslides In The
Alps. Yesterday morning, a large rock avalanche with an estimated
volume of 4 million cubic meters was filmed happening at Piz
Cengalo, on the border between the Swiss canton of Graubünden and
Italy. The rock avalanche was large enough to be seen from space.
Mixing with ice and water, it formed a debris flow…

Arctic Ice Cores Document Climate Change in Past 300 Years. Ice
cores from arctic mountain glaciers show a dramatic climate
change that began nearly 300 years ago, documenting an
unprecedented increase in the intensity and duration of winter
storms. Drilled by a Dartmouth-led team, the cores show striking
changes in weather patterns that may have reached as far as
Florida. http://www.enn.com/climate/article/52281

Was scientist told to erase 'climate change' from proposal? The
Department of Energy denied today that it's banning the use of
"climate change" in materials after a public letter alleged
scientific censorship and sparked a Twitter storm. Jennifer
Bowen, an associate professor at Northeastern University in
Boston, posted a letter on Facebook showing a DOE official asking
her to remove the words "global warming"…

FUELS

Methane "climate bomb" not likely according to new Scripps study.
As climate change heats the planet, scientists fear that melting
glaciers could release large stores of greenhouse gases — one of
a number of scenarios some climatologists believe could trigger
runaway warming. Similarly, researcher have expressed concerns
about the massive amounts of methane trapped on the ocean floor.

VW RECALL

VW Engineer Sentenced to 40 Months for Emissions Role. A veteran
Volkswagen AG engineer was sentenced to 40 months in prison for
his role in helping the German carmaker cheat U.S. emissions
tests, the first person prosecuted in one of the biggest scandals
in the automotive industry’s history. James Liang, who pleaded
guilty to conspiracy last year, got less than the statutory
maximum time…

VW manager told CEO about U.S. 'cheating' in July 2015: media. A
former senior quality manager at Volkswagen (VOWG_p.DE) has told
investigators he informed then-CEO Martin Winterkorn on July 27,
2015, that the carmaker had “cheated” during emissions tests in
the United States, German media reported on Friday. Volkswagen
(VW) has said its executive board did not learn about the
severity of emissions test cheating using illegal software until
late August 2015.

GREEN ENERGY

We’ve been underestimating the solar industry’s momentum. That
could be a big problem. Analysts have been underestimating the
expansion of solar energy for nearly two decades, scientists
report in a new study released Friday. And that could be a
serious problem for the industry and, maybe, the planet. If
policymakers believe solar is growing more slowly than it
actually is…

OPINIONS

Trump and Pruitt, Making America Polluted Again. Efforts to kill
Obamacare have failed, at least for now. Tax “reform” — which
really means big tax cuts for the rich — faces doubtful
prospects. Indeed, these prospects may have become even more
doubtful thanks to Louise Linton, wife of Treasury Secretary
Steven Mnuchin: Her now infamous Instagram rant may open at least
a few voters’ eyes to the contempt “populist”…

Should California extend its low-emission vehicle rebates
program? Yes: Rebates a prudent way to save world from climate
change. California Gov. Jerry Brown may soon sign legislation
extending cash rebates given to residents who buy low-emission
vehicles from Tesla and other automakers.

New study finds that climate change costs will hit Trump country
hardest. In the USA, the southeastern states are most vulnerable
to the costly impacts from human-caused climate change. Humans
are causing Earth’s climate to change. We know that. We’ve known
it for decades. Okay so what? The follow-up questions should be
directed to what the effects of warming will be.

Donald Trump’s climate denying Flat Earth Society. As Hurricane
Harvey barrels toward the coast of Texas — a potential Category 3

with Donald Trump proclaiming his support for “clean coal,” while
his Administration took aim at renewables and official
acknowledgement of the phrase “climate change.”

Did climate change make Hurricane Harvey worse? As climatologist
Katharine Hayhoe points out, seasonal hurricanes are a natural
part of the weather system in the Gulf coast, and attributing the
cause of a single storm entirely to climate change is currently
an impossible task. “Once you get down to a small regional level,
hurricanes are so rare and random that you would not be able…

California continues to lead the US in renewable energy. But its
greenhouse gas emissions reductions have stalled. In 2006,
California adopted aggressive legislation aimed at reducing
greenhouse gas emissions and boosting renewable energy production
throughout the state. And since then, the state has been tracking
its progress through its annual California Green Innovation Index
report.

Big ethanol's fuel mandate costs American taxpayers millions. Big
ethanol's fuel mandate costs American taxpayers millions.
Government’s toll on taxpayers is easy to compute when April 15
rolls around or when a receipt clearly shows the portion of a
cost that’s attributable to sales taxes. There is no such clarity
for taxpayers where the federal renewable fuel standard is
concerned.
