AIR POLLUTION

California’s Auto Crackdown Reinforced by Road Emissions Uptick.
California’s advocates for fuel economy standards and
zero-emission vehicle mandates should toughen their rules,
according to a non-profit that said road emissions have undercut
the state’s efforts to reduce pollution. Emissions from on-road
transportation rose by the equivalent of 4.4 million metric tons
of carbon dioxide in 2015…

Firm wants to burn methane leaking from Utah coal mine — creating
credits to sell to carbon-emitting companies. By burning the
greenhouse gas escaping from the retired West Ridge mine, a
Colorado firm plans to help California companies that need to
offset their own carbon emissions. Coal and trona mines are a big
source of methane emissions, a potent greenhouse gas.

CLIMATE CHANGE

Agriculture a culprit in global warming, says U.S. research.
Agriculture has contributed nearly as much to climate change as
deforestation by intensifying global warming, according to U.S.
research that has quantified the amount of carbon taken from the
soil by farming. Some 133 billion tons of carbon have been
removed from the top two meters of the earth's soil over the last
two centuries by agriculture at a rate that is increasing…

Report: California needs to address housing crisis to meet
long-term climate change goals. California’s economy grew
robustly during the past decade even as state-imposed
environmental standards to combat climate-change helped lower
greenhouse gas emissions. But authors of a report released
Tuesday cautioned that the future might not be so rosy…

California Republican leader survives party infighting over
climate change — for now. A contentious, intra-party dispute over
a Republican lawmaker who helped propel a bipartisan climate bill
to victory last month is underscoring just how hard it is for the
GOP to find a direction in politically progressive California.
Assembly Republican Leader Chad Mayes, R-Yucca Valley, has come
under withering attack from party stalwarts who say he sold out
Republican…

Trump team has slowed down or disbanded 3 climate panels. The
Trump administration is choosing to let key climate advisory
councils expire without renewing them. The Trump administration
has quietly disbanded a growing number of scientific advisory
committees, raising concerns that the latest research on climate
change could be omitted from government decisions on things like
infrastructure projects.

Study: People furthest apart on climate views often most
educated. As arguments about climate change heat up, don't
underestimate your opponent. It turns out that people who are the
furthest apart in their views on a scientific issue are often the
most educated and informed, according to a study published
yesterday in the journal Proceedings of the National Academy of
Sciences.

DIESEL ACTIVITIES

Trucking worries CARB may step into GHG gap. Move by EPA to
“revisit” Phase 2 rules may encourage more California-only
regulation, trade groups fear. The American Trucking Associations
(ATA) and the Truck Renting and Leasing Association (TRALA) are
two industry trade groups worried that the intent announced by
the Environmental Protection Agency last week to “re-evaluate”…

FUELS

With Obama EPA rule in force, compliance clash may loom. The
Trump administration is giving scant details on how or whether it
plans to enforce restrictions on greenhouse gas emissions from
the oil and gas industry after a federal court revived the
standards last month. U.S. EPA has been tight-lipped since the
U.S. Court of Appeals for the District of Columbia Circuit
blocked the agency's efforts…

Delay of fossil fuel royalties reg still in legal crosshairs. The
Trump administration's plan to swiftly scrap an Obama-era fossil
fuel regulation isn't going as smoothly in the courtroom as
officials had hoped. While the Interior Department this month
successfully rolled back a rule that changed how royalties are
calculated for federal coal, oil and gas development, the agency
came up short in its attempt to sidestep related legal wrangling.

VEHICLES

Electric cars now 5 percent of California new-car sales: report.
California continues to lead the country in adoption rates for
cars that plug in, both battery-electric and plug-in hybrid
models. The state offers numerous local and statewide incentives,
and many utility companies reward customers for choosing an
electric car over a fossil-fuel powered vehicle.

GREEN ENERGY

Grid operators take a stunning event in stride. As the moon's
shadow raced across the U.S. yesterday, 1,900 utility-scale solar
power plants and many thousands of rooftop solar cells dozed off
or shut down, one after the other, their electric currents
disappearing from power networks from coast to coast. At 2:32
p.m. EDT, on a park overlooking the Clinch River here, the sun
disappeared behind the moon, revealed only by its dazzling
corona. https://www.eenews.net/stories/1060059019

Trump to keep program that's given energy to 50M Africans. Six
months into the Trump presidency, the Obama administration's
signature program to electrify 60 million homes and businesses in
Africa has quietly met or exceeded its near-term goals, according
to a progress report issued yesterday. The U.S. Agency for
International Development reports that the program, launched in
July 2013…

OPINIONS

Chad Mayes decision on climate control was good: Letters. Chad
Mayes’ decision on climate control was good. Re “Should
Assemblyman Chad Mayes resign as Republican leader?” (Question of
the Week, Aug. 15): I applaud the Southern California News Group
for covering the important issues around climate change.
Reduction of greenhouse gas emissions is a non-partisan goal…

Response to ‘California is shrinking’ Editor, Sabrina Brennan’s
perspective (“California is shrinking” in the Aug. 14 edition of
the Daily Journal”) did a great job of highlighting California’s
vulnerability to climate change and the cost of adapting to sea
level rise. However, I’m surprised she neglected to mention the
most obvious way to pay for these costs: a carbon fee. Since
carbon dioxide and equivalent emissions are clearly…

From global warming to redistricting: Is Arnold back? It was ‘way
back in 1984 when Arnold Schwarzenegger first uttered the movie
catchwords “I’ll be back” in The Terminator. Today, Arnold is
back. Sort of. In the past several weeks, the former governor of
California has: –Stepped up his advocacy for the environment,
specifically by endorsing California’s controversial
cap-and-trade law and launching an environmental policy resource
for state governments.

Energy, CCAs and the seniors’ cost burden. The Legislature will
be reviewing a flurry of bills upon its return from summer
recess, but an informational hearing regarding Community Choice
Aggregations (CCAs) on Wednesday morning in the Senate Energy,
Utilities and Communications Committee warrants equal attention.
A current law that is supposed to protect seniors and all
electricity customers...

Why the Trump Administration's Latest Auto Industry Move Will
Fail. In the movie Groundhog Day, Bill Murray plays a weatherman
doomed to relive the same day over again until he can get it
right. The movie’s central truth has endured: everyone has
issues, moments, problems or events that seem to keep
reappearing. One of mine happened again recently…

Midwestern agriculture stands to lose with climate change
skeptics in charge. Agriculture is central to Missouri’s economy.
In 2016, agriculture, forestry and related industries comprised
9.3 percent of the state’s economy and 10.5 percent of its jobs.
According to the U.S. Department of Agriculture, the value of
sales of soybeans alone exceeded $8.4 billion. But much of this
could be threatened by global warming.

California Proves That Environmental Regulations Don't Kill
Profits. To anyone who believes environmental regulation is
poison for profits, California must be infuriating. The state’s
pollution policies rarely wilt its perennially blooming economy.
For the past nine years, a Golden State-centric think tank Next
10 has been releasing its California Green Innovation Index.

Diesel prices trickle down 2 tenths of a penny to $2.596. What

having an impact on diesel prices, albeit a small one, as
on-highway diesel was down two-tenths of a penny today to $2.596,
the Energy Information Administration (EIA) reported. Benchmark
U.S. crude fell $1.14 to settle at $47.37 per barrel today…

Clearing the Air, Ports Step up to Green Initiatives. The Ports
of L.A. and Long Beach rolled out their 2017 “Clean Air Action
Plan” (CAAP) this July aggressively stepping up air quality
standards for the region. Originally adopted in 2006, the plan
has steadily reduced emissions through the purchase of alternate
fuel vehicles at the port and the imposition of a “Clean Truck
Program” (CTP).

New study finds soil carbon losses nearly equal to total
emissions from deforestation. The first effort to spatially
quantify global soil carbon loss revealed that agriculture has
removed 133 billion tons of carbon from the top 2 meters of soil,
with the rate of loss increasing dramatically in the past 200
years. Those soil carbon losses are nearly equal to total carbon
emissions due to forest clearing.

Trump Just Killed a Study Looking Into the Health Effects of Coal
in Central Appalachia. Understanding the risks of living near
mountaintop removal mining sites just stalled. The Trump
administration has told the National Academy of Sciences to stop
working on a study about the potential health risks for people
living near mountaintop coal-removing sites in Central
Appalachia. “Everyone knows there are major health risks living
near mountaintop removal coal mining sites…
