CAP AND TRADE

Cap-and-trade extension included fire fee repeal. The bill to
extend California’s cap-and-trade program through 2030, which was
signed recently by Gov. Jerry Brown, included the repeal of a
controversial fee charged to rural landowners for fire
protection.
The cap-and-trade reauthorization bill Gov. Jerry Brown recently
signed also did away with a controversial fee charged for state
fire protection, pleasing ranchers and other rural landowners.

AIR POLLUTION

LA air regulators say cool roofs may increase air pollution. A
popular solution to combat the urban heat island effect may have
an unforeseen consequence: increasing air pollution. “Cool roofs”
are required on most new non-residential buildings in California,
and cities like Pasadena and Los Angeles have cool-roof
ordinances that go even further. Cool roofs work by bouncing
solar radiation…

L.A. to make sure air filters are being installed in homes near
freeways. Mayor Eric Garcetti has ordered Los Angeles building

Smart city: Leeds to trial tech that switches engines to electric
when air pollution spikes. The government's controversial air
quality plan argued that cities should not introduce new charges
for diesel vehicles until innovative alternative approaches to
tackle air pollution had been tired first. But could that
condition soon lead to UK cities embracing cutting-edge smart
technologies and hybrid-electric vehicles…

How poor air quality can mask global warming's effects: Airborne
pollutants dim sunlight at Earth's surface by reflecting it back
into space. Poor air quality can mask increasing temperatures
caused by climate change, researchers have found. During the 20th
century, temperatures rose by almost 1 degree Fahrenheit (0.5
degrees Celsius) everywhere in the US - except for the Southeast,
where temperatures actually decreased slightly until the 1980's.

CLIMATE CHANGE

Federal scientists leak sweeping climate change draft in clash
with Trump administration. Environmental resistance inside the
Trump administration hit new heights this week as a group of
federal scientists leaked a draft of a sweeping climate change
report to the press, pushing the study out into the bloodstream
before their superiors had the chance to alter or approve it.

Climate Report Could Force Trump to Choose Between Science and
His Base. The impending release of a key government report on
climate change will force President Trump to choose between
accepting the conclusions of his administration’s scientists and
the demands of his conservative supporters, who remain deeply
unconvinced that humans are the cause of the planet’s warming.

Federal report sees human-caused changes to California’s climate.
The changes to California’s climate since 1980 — higher
temperatures, with more extreme swings between droughts and
floods — are caused directly by human activity and will
accelerate rapidly unless greenhouse gas emissions are cut
sharply, according to a new federal climate report that is
awaiting action by the Trump administration.

‘Spongy’ Soil Can Help Farmers Combat Climate Change. Droughts
are expected to worsen and intense storms to become more frequent
across much of the country in coming decades as the planet warms,
but their impact on agriculture could be blunted if American
farmers focus on their roots. A new study, released Wednesday,
examines the benefits of cover cropping—planting soil-enriching
plants between crop cycles.

100 percent renewables -- for a healthful California. If we want
a healthy California, it’s time to embrace a 100 percent

would do just that. Climate change is the greatest health
challenge of this century, according to the Lancet Commission it

California's Smart Approach to Climate Change. The Golden
State's evolving policy sets a good example for the rest of the
U.S. California’s decision last month to extend its cap and trade
program truly was, as Governor Jerry Brown said, a “milestone” in
the fight against climate change, and all the more welcome for
coming in the wake of the Trump administration’s misguided
decision to withdraw from the Paris accord.

Extending Cap and Trade in California. To the Editor: Re
“California Leads, Again, on Climate” (editorial, July 24): While
California’s extension of its cap-and-trade program will serve to
reduce greenhouse gas emissions and stimulate a shift to cleaner
fuels, this approach is not sustainable in the long term. Levying
a tariff for the right to pollute is not a mitigation strategy,
nor is burning cleaner fuels.

Jerry Brown talks a green game. So why isn't California tougher
on these polluters? Do regulators in California have your back
when utilities or industries run amok, or when there’s a threat
to public health in your neighborhood? We’d all like to think so,
but there’s a long history of coziness between regulators,
industry titans and politicians. So you’d have to be a hopeless
optimist, or a very trusting soul.

Can Poor Air Quality Mask Global Warming's Effects? There, until
