CAP AND TRADE

Ont. premier: Glen Murray quitting isn't 'vote of
non-confidence'. Ontario’s premier had to shuffle a few members
of her cabinet Monday as her environment minister announced his
resignation, a move she insisted should not be interpreted as
evidence of declining Liberal fortunes. Environment Minister Glen
Murray, who implemented Ontario’s ambitious cap-and trade program
aimed at reducing greenhouse gas emissions…

AIR POLLUTION

15 states, including California, appeal EPA delay of stricter
air-quality standards. Attorneys general from 15 states,
including California, filed a legal challenge on Tuesday over the
Trump administration's delay of Obama-era rules reducing
emissions of smog-causing air pollutants. The states petitioned
the U.S. Court of Appeals for the District of Columbia Circuit to
overturn Environmental Protection Agency Administrator Scott
Pruitt's extension…

Court lets states intervene in ozone fight in setback for EPA.
Dealing a blow to the Trump administration and business groups, a
federal appeals court will allow California and a half-dozen
other states to intervene in litigation to defend U.S. EPA's 2015
ground-level ozone standard. A three-judge panel on the U.S.
Court of Appeals for the District of Columbia Circuit granted the
states' motion without comment in a one-page order released this
morning.

CLIMATE CHANGE

Chief of staff handled disasters touched by warming. New White
House Chief of Staff John Kelly defended funding to confront
natural disasters that he believed eroded stability and fueled
migration in Latin America and the Caribbean as head of U.S.
Southern Command. It's a signal that he may bring a global view
about the threats of climate change to the West Wing, according
to observers.

BP in talks with electric carmakers on service station chargers.
BP (BP.L) is in talks with electric vehicle makers on partnering
to offer battery re-charging docks at its global network of fuel
service stations as it seeks to benefit from the move away from
diesel and petrol cars, Chief Executive Bob Dudley told Reuters
on Tuesday. The expected rapid growth in the use of electric

GREEN ENERGY

New DOE funds target clean energy's hardest problem. For years,
entrepreneurs who want to help solve the climate crisis through
clean energy have sought funding from two main sources: venture
capitalists and the government. But it's as hard as ever to
survive. Now, a $7.8 million cash infusion from the Department of
Energy is taking a baby step to solve that problem…

Industry to EPA: We want rule 'fixed, not just gone'. Industry
has delivered a clear message to the Trump administration during
a series of recent closed-door meetings: Don't completely gut the
Obama-era Clean Power Plan. To be sure, leading industry
associations are pushing White House and U.S. EPA officials to
drastically roll back the landmark climate change rule.

OPINIONS

‘America is fiddling around’: Jerry Brown says Trump is fueling
California’s climate push. When President Trump withdrew the
United States from the Paris climate agreement, it stunned the
world. But it also had a less predictable effect: turning
California Gov. Jerry Brown (D) into Trump’s antithesis and
furthering his own climate-crusading agenda. Or so Brown claims.

It's Taken Time, But Electric Utilities Are Warming Up To Climate
Change. In 1968, bombs were dropping in Vietnam. But a different
kind of bomb was about to dropped here at home — one that put the
country’s utility industry on notice that the burning of fossil
fuels would lead to climate change. Now, though, much of the
industry is working to tackle those environmental challenges. The
Energy and Policy Institute has issued a report pointing out that
scientists first warned the electric power…

Auto Engineers See Future CAFE Rules Easing. What a difference a
year makes. After consistently predicting U.S. emissions and
fuel-economy rules likely would be made even tougher than
originally anticipated for the ’22 model year and beyond, a large
percentage of automotive engineers and designers now believe
government rules will be relaxed going forward to 2025.

Where we start the clock for climate change makes a big
difference. Carbon emissions at the start of the Industrial
Revolution are often unaccounted for but may have significant
consequences, an analysis published last week in Nature Climate
Change finds. According to the study, the small increase in
temperature that may have resulted from these early emissions
dramatically shrinks the global carbon budget – the amount of
greenhouse gases…

US light rail funding: the Tiger loses its stripes. US president
Donald Trump’s budget proposal for the 2018 financial year made
grim reading for transit advocates, with plans to scrap popular
federal funding programmes for public transport projects. If
there was any doubt about US President Donald Trump’s intentions
to defund federal transit investment programmes, his proposed
budget…

The mining sector’s US$16 billion emissions cost. A new report by
CDP shows that the mining sector is contributing more carbon
emissions than it initially shows, if one is to account for the
deep and carbon-intensive supply chain where raw materials from
mining are used. Thanks to its continued dependence on fossil
fuels, the mining sector could be exposing its value chain to
US$16 billion in emissions costs…
