The California Air Resources Board (CARB) invites you to
participate in two public workshops to discuss the development of
a measure to Reduce Residual Risk from Transport Refrigeration
Units (TRU) by Transitioning to Zero Emission Technologies. The
emissions from TRUs and TRU generator sets contribute to
unacceptable health risks and must be further reduced to protect
nearby communities.

This is the second in a series of workshops CARB staff will hold
on the development of a measure to limit the amount of time that
internal combustion engine-driven TRUs and TRU generator sets
operate while they are stationary, as well as require an overall
zero-emission mode operating time.  At the workshops, Staff will
discuss preliminary concepts developed since the first workshop
held in April 2016.  This includes staff’s conceptual ideas on a
phased implementation schedule for stationary operating time
limits and zero emission mode operating percentages, as well as
equipment and facility registration requirements, current
incentive funding programs, and enforcement options.  Staff will
also present their findings from surveys conducted since the last
workshop.  

The workshops will be held at the locations and dates below, and
will follow the same format and present the same material.

Staff welcomes comments on the proposed concepts and looks
forward to your participation.  In addition to these workshops,
CARB will also be hosting community meetings in August/September
to talk with residents living near seaports, railyards, and
warehouses/distribution centers about actions to reduce the
health impacts from these operations.  For these future meetings,
we plan to have breakout sessions where participants can gather
in smaller groups to discuss their views and raise questions with

Background

TRUs are refrigeration systems designed to control the
environment of temperature sensitive products transported in
trucks, trailers, shipping containers, and railcars.  TRU
generator sets are internal combustion engine-powered generators
designed to provide electric power to electrically driven
refrigeration units of any kind.  TRUs and TRU generator sets
emit diesel particulate matter, oxides of nitrogen, greenhouse
gases, and other pollutants while in transit and during
stationary operation.  This includes use on the road as well as
stationary operation at refrigerated distribution centers,
grocery stores, warehouses, ports, rail yards, and other
locations that are often in close proximity to schools,
hospitals, elder care facilities, and residential neighborhoods. 
The emissions from TRUs and TRU generator sets pose a potential
threat to both public health and the environment.

CARB adopted the TRU Airborne Toxic Control Measure in 2004 (and
amended in 2010 and 2011) to reduce diesel particulate matter
emissions from TRU and TRU generator set engines.  Despite the
progress made, TRU and TRU generator set emissions still
contribute to unacceptable health risks and must be further
reduced to protect nearby communities.  The concepts that will be
discussed at this workshop go beyond the current TRU Airborne
Toxic Control Measure (title 13, California Code of Regulations,
section 2477) to limit the amount of time that internal
combustion engine-driven TRUs and TRU generator sets operate
while they are stationary, as well as require an overall
zero-emission mode operating time. CARB’s 2017 Revised State
Implementation Plan includes a provision for a TRU control
measure to help achieve 2031 emission reduction goals for
Particulate Matter less than 2.5 microns (PM2.5), Oxides of
Nitrogen (NOx), and Reactive Organic Gasses (ROG).
