CARB BUSINESS

The California Air Resources Board (CARB) invites you to
participate in a public workshop July 19 & 20, 2017 to discuss
concepts for a regulatory revision intended to clarify
California’s racing vehicle definition.  Pursuant to California
law, racing vehicles, defined as competition vehicles not used on
public highways, are exempt from emissions control requirements.

program? California legislators approved an extension of the
state's signature climate change program known as cap and trade.
The measure passed 55 to 21 in the Assembly and 28 to 12 in the

Berryhill Lone Republican Senator Supporting Cap-And-Trade: Hails
Suspension Of Fire Fee. California lawmakers have extended the
cap-and-trade program for another decade. A majority of Democrats
in the Senate and Assembly were in favor, while most Republicans
were opposed. In the Senate, Mother Lode District 8 Republican
Tom Berryhill was the lone vote in favor.

AIR POLLUTION

Air pollution is the ‘tobacco of the 21st century’, warn experts.
Bad air is the source of 'huge illness which is entirely
preventable if we take the issue seriously', IPPR researcher
says. Air pollution caused by burning fossil fuels is the
“tobacco of the 21st century”, an expert has warned after a
report found some cities in northern England were breaching legal
safety limits by up to 150 per cent.

Parents could face a fine of £130 (€146) for driving their
children to school as part of a plan to reduce air pollution. The
London borough of Croydon is the latest area to trial the scheme,
which will see roads leading up to three primary schools becoming

Air pollution: Diesel is now better than gas, emitting fewer
carbonaceous particulates. Modern diesel cars emit less pollution
generally than cars that run on gasoline, says a new six-nation
study published today in Scientific Reports whose groundwork was
laid in part by an American chemist now working at Université de
Montréal.

Two Bay Area counties sue 37 fossil fuel companies over sea-rise.
Two Bay Area counties sued 37 oil, gas and coal companies Monday
asserting the companies knew their fossil fuel products would
cause sea level rise and coastal flooding but failed to reduce
their greenhouse gas pollution. The lawsuit was part of a
coordinated litigation attack by Marin, San Mateo County and the
city of Imperial Beach.

Daimler to Modify 3 Million Mercedes Cars Over Diesel Concerns.
Daimler, the German automaker, said on Tuesday that it would
update three million Mercedes cars in Europe to reduce their
diesel emissions, an apparent effort to combat a widening inquiry
and a public backlash over allegations that it evaded rules
controlling vehicle pollutants.

Would a new carpool lane bring more cars to Highway 50 downtown?
New lawsuit says yes.  An environmental group has sued Caltrans
over the state’s plans to build carpool lanes on Highway 50 in
downtown Sacramento, saying the state has failed to analyze the
health impacts on local residents from potential increased
vehicle emissions. The lawsuit, filed by the Environmental

Utilities Are Giving People Cash for Clean Cars. Automakers,
regulators, legislators and utilities are increasingly working
together to boost sales of electric vehicles. Utilities have
begun offering direct rebates for electric vehicles in an effort
to jump-start sluggish sales in an emerging car market that
stands to benefit them financially. Electric companies in Vermont
and California have offered customers $450 to $1,200 off their
electric bill if they buy a plug-in car.

This army base once drove West Oakland’s economy. Now it drives
discrimination. Part of a series on communities overcoming
obstacles to become cleaner and greener. A veil of dust covers
the windowsills of Ray Kidd’s home. Outside, in his backyard,
particles coat a lemon tree, sticking to the fruit’s pimpled,
yellow skin. “Diesel pollution,” says the 72-year-old Kidd, who
