CAP AND TRADE

Calif. Cap-And-Trade Deal Hasn't Wooed The Groups It Intended.
California Governor Jerry Brown and Democratic leaders in the
Legislature may have struck a deal to the extend the state’s
signature climate change-fighting program, cap-and-trade, but
they’re still working to secure support from lawmakers. The
measure, which two-thirds of both the Assembly and Senate would
have to approve…

California climate deal takes aim at toxic air. A plan to extend
California's signature climate initiative for another decade
looks beyond cutting greenhouse gas emissions and takes aim at
toxic air in the polluted neighborhoods around refineries and
factories.
The proposal comes as Gov. Jerry Brown moves to bolster
California's reputation — and his own — as a global leader in the
battle against climate change…

Beyond the triumphant rhetoric, Gov. Brown's cap-and-trade plan
is stirring up angst. While rolling out their plan to extend
California’s cap-and-trade program, Gov. Jerry Brown and
legislative leaders have portrayed their proposal as a win on two
fronts: reaching the state’s ambitious climate goals and tackling
local air pollution.
But beyond the triumphant rhetoric, there is ambivalence about
the proposal…

Gov. Brown and lawmakers unveil proposal to extend California
climate program.
After weeks of back-and-forth between environmentalists and
business interests, Gov. Jerry Brown and legislative leaders
introduced a proposal Monday evening to reauthorize California's
cap-and-trade program, the centerpiece of the state's efforts to
battle climate change. The plan consists of two bills: Assembly
Bill 398, which would extend the life of the program until 2030…

How A Small Group Of Fresnans Got The State To Change Course And
Send $70 Million Their Way. It’s not usually easy to get the
state of California to quickly adjust how it spends money in
places like the Central Valley, especially after the Governor
Jerry Brown himself comes to town for a major bill signing. But
that’s exactly what a group of activists in Southwest Fresno were
able to do, convincing the state to make their part of town
eligible for $70 million in cap-and-trade funding.

CLIMATE CHANGE

Colorado joins 'climate alliance' of states fighting global
warming. Colorado's governor signed an executive order on Tuesday
making his state the latest to join a "climate alliance" of U.S.
states and governors seeking to meet the goals of the Paris
accord after President Donald Trump's decision to pull out of the
pact. The order calls for Colorado to reduce greenhouse gas
emissions by more than 26 percent…

California Today: Brown and Bloomberg, an Unlikely Team. In some
ways, they could not be more different. On one coast, there is
Jerry Brown, the governor and a California fixture, a leader of
the Democratic opposition to the Trump White House. On the other
side of the country is Michael Bloomberg, the former Republican
New York mayor, a billionaire businessman and philanthropist who
has arguably been as active outside of…

Governors From US States Gather Amid Multiple Challenges. The
nation's governors gather this week amid great uncertainties for
their states — on health care, solutions to the opioid overdose

Scientists Say Massive Iceberg Has Broken Off in Antarctica. One
of the biggest icebergs ever recorded, a trillion-ton behemoth
more than seven times the size of New York City, has broken off
of Antarctica, triggering disagreement among scientists over
whether global warming is to blame. The event, captured by
satellite, happened sometime in the past few days when the giant
chunk snapped off an ice shelf.

Some troubling new math on carbon reductions. This week, the
Climate Group’s three-year-old RE100 initiative trumpeted a major
milestone: 100 large companies officially have committed to
powering their operations entirely with renewable energy.
That’s three years earlier than anticipated when this effort
launched. What’s more, at least half of those businesses are
promising to do this within three years, by 2020…

Iconic coast threatened as rising seas 'drown' beaches.
Unstoppable sea-level rise is coming to California's iconic
coastline, threatening to transform beaches, boardwalks and
oceanfront cities known worldwide. It's a slow but steady peril,
one state and local officials are just starting to address.
Effects of higher oceans already are visible in the Golden State:
Low-lying areas are experiencing more frequent flooding; chunks

Agency warns against summer heat, gets trolled. Slather on
sunscreen, douse yourself with bug spray. Watch out for ticks!
U.S. EPA's official account has been tweeting about ways to
protect against heat exhaustion, insect bites and asthma attacks
from wood smoke — and the internet isn't having any of it. "It's
summertime! That means the days can get hot.

Growing number of storms makes the North warmer. North Pole
winters are experiencing more bursts of relatively warm weather,
potentially hobbling sea ice's recovery from summer melting. With
a threshold of minus 10 degrees Celsius, warming periods are a
normal part of the Arctic climate that have been observed for
more than a century.

Hundreds of communities face frequent flooding in 18 years —
study. More and more visitors are traveling to Miami Beach to see
how the poster child for sunny-day flooding is grappling with
climate change adaptation. Visiting elected officials ask about
funding for projects related to saltwater intrusion and rising
seas. They tour the central sewer treatment plant on a barrier
island that's undergoing a multimillion-dollar upgrade.

VW RECALL

U.S. EPA chief says to treat diesel emissions cheating 'very
aggressively'. U.S. Environmental Protection Agency chief Scott
Pruitt said the agency must ensure Volkswagen AG's (VOWG_p.DE)
excess diesel emissions is not repeated, and will treat improper
behavior by automakers "very aggressively." Since Volkswagen
admitted in September 2015 to illegally using software to evade

GREEN ENERGY

Coal got knocked out in Calif. Now, gas is on the ropes. A wave
of regulatory reconsiderations of natural gas-fired power plants
in California has renewables advocates cheering. The state's grid
operator is expected to release a study next month on whether the
Puente Power Project, a gas-fired plant planned for the Southern
California coast 60 miles west of Los Angeles, might be
supplanted by solar panels…

OPINIONS

Here’s why to support Jerry Brown’s cap and trade deal. Gov.
Jerry Brown unveiled a re-envisioned cap-and-trade proposal, one
aimed at winning support from Republicans, Democrats, industry
and environmentalists. As in any compromise, no one gets
everything they covet. Although California’s cap-and-trade
program won’t expire until 2020, the governor wants to extend it
now, before the next auction…

Huge Antarctic iceberg breaks off. Here's why it worries
scientists. Scientists had been observing the anomalous rift
widening across a section of the so-called Larsen C ice shelf for
the past several years. Now they’re left with some critical
questions: What are this event’s broader consequences for the
Antarctic ice sheet, what happens next, and – importantly – what
role did climate change play here?

The Larsen C Crack-Up in Antarctica: Why It Matters. Ice shelf
breaking free is a big deal, but not in the way you might think.
So the moment is here. After months of teasing scientists who
have been watching a widening crack in the ice of Antarctica via
satellite cameras and surveillance aircraft, a 2,200-square-mile
ice shelf known as the Larsen C has finally broken free…
