CAP AND TRADE

California Supreme Court upholds cap-and-trade law. The
California Supreme Court on Wednesday refused to consider a
challenge by business groups of the state's cap-and-trade law, a
ruling that environmentalists hailed as ending a legal fight that
had cast a cloud over the program. The state Supreme Court did
not issue a written opinion on the program itself but declined
take up the case on appeal from a lower court.

AIR POLLUTION

Air pollution limits in U.S. inadequate to prevent deaths. With
the Trump Administration threatening to loosen air pollution
controls, a new study is showing that even existing rules are
causing tens of thousands of extra deaths in the United States
each year. Researchers used 12 years of data - health records
from nearly 61 million Medicare beneficiaries, combined with a
massive databank of pollution readings…

Solar energy revolution hits barrier: Air pollution. Solar energy
is running into a pesky problem: air pollution worldwide.
Researchers from Duke University found that air pollution —
specifically airborne particles, which accumulate on solar cells
— is cutting solar energy output by more than 25 percent in
certain areas of the world, causing billions of dollars of
losses.

Investors slowly start to push climate change up their agenda.
Investors are slowly starting to push companies to reduce their
carbon footprint and help the world meet targets on limiting
global warming that were agreed in the 2015 Paris climate talks.
Energy firms have faced shareholder demands to do more to curb
carbon emissions, while some pension funds are demanding more
commitment to climate goals from firms they invest in.

Indigenous knowledge crucial to tackling climate change, experts
say. In the Peruvian and Bolivian Andes, indigenous farmers
gather at the top of mountains the night after the winter
solstice – not to enjoy the view, but to forecast the timing and
quantity of rains. If the Pleiades star cluster appears large and
bright, then rains will be abundant.

U.S. thirst for European gasoline stalls, casting shadow on
demand. Europe's steady exports of gasoline to the United States
have slowed substantially this year as tanks filled in the
world's largest consumer nation and once-meteoric demand growth
slowed. The drop in gasoline shipments to the densely populated
U.S. East Coast is forcing European exporters to turn to less
steady buyers in West Africa.

California Weighs Making EVs Cheaper Right Off the Lot. The
federal tax credit for electric car purchases has an end in
sight, but California doesn’t want demand for the zero-emissions
vehicles to meet the same fate. The state, long a champion of
electric cars, is considering a bill to provide rebates to EV
buyers at the time of purchase, reducing the sale price right as
customers drive off the lot by as much as $10,000.

What makes people dislike wind? It's not NIMBY. The "not in my
backyard" barrier to wind development has been overstated, and
other factors play much more of a role in whether communities
support the resource, according to a report from Lawrence
Berkeley National Laboratory. The report surveys three decades of
research on the factors driving pockets of opposition to wind
farms and influencing community "acceptance."

RPT-COLUMN-Europe set to be natural gas kingmaker as LNG booms:
Russell. It's probably not quite here yet, but the trend is
unmistakeable; the world is moving to a globally-linked natural
gas market and the rise of liquefied natural gas (LNG) is the key
driver. Much of the increase in LNG capacity is because of the
rapid boost to plants in Australia and the United States, as both

These experts say we have three years to get climate change under
control. And they’re the optimists. A group of prominent
scientists, policymakers, and corporate leaders released a
statement Wednesday warning that if the world doesn’t set
greenhouse gas emissions on a downward path by 2020, it could
become impossible to contain climate change within safe limits.

Save the California coast from Trump team. Weakening
environmental protections is a full-time job for the Trump
administration. Its emissaries are going after pollution
controls, wildlife areas and water quality rules. Now the White
House is setting up marine sanctuaries off the California coast
and elsewhere in U.S. waters for oil drilling.
The idea is a slap at past Presidents George W. Bush and Barack
Obama, who put millions of acres of coastal waters…
