On June 20, 2017, the Office of Administrative Law approved
amendments to the Large Spark-Ignition Engine Fleet Requirements
Regulation (LSI Fleet Regulation) (Board Hearing date: July 21,
2016). The Office of Administrative Law also filed the approved
rulemaking file with the Secretary of State on June 20, 2017. 
The regulations effective date is June 20, 2017.  

The approved amendments to the LSI Fleet Regulation require
operators to:

•Submit an initial report by June 30, 2017, and then annually
thereafter;

•Label all affected equipment with an ARB issued EIN; and

•Continue recordkeeping as they have been required to do pursuant
to the existing regulation.

Background

The LSI Fleet Regulation applies to operators of forklifts,
sweeper/scrubbers, industrial tow tractors, and airport ground
support equipment.  These vehicles are found in approximately
2,000 LSI fleets in California in industries as diverse as
manufacturing, wholesale, transportation and utilities, retail,
services, and construction, as well as public agencies.  The 2006
LSI rulemaking and 2010 amendments required operators of in-use
fleets to achieve specific oxides of nitrogen + hydrocarbon fleet
average emission level (FAEL) standards that became more
stringent over time, the lowest FAEL for fleets was to be
achieved in 2013.

The standards are also more stringent for forklifts than they are
for non-forklift LSI equipment.  Small fleets and in-field
equipment are exempt from the LSI Fleet Regulation.
