The 2010 emission standards for heavy-duty engines have
established a limit for oxides of nitrogen (NOX) emissions of
0.20 g/bhp-hr, a 90% reduction from the previous emission
standards. However, it is projected that even when the entire
on-road fleet of heavy-duty vehicles operating in California is
compliant with the 2010 NOX emission standards, the upcoming
National Ambient Air Quality Standards (NAAQS) requirements for
ambient particulate matter and ozone will not be achieved in
California without further significant reduction in NOX emissions
from the heavy-duty vehicles.

Macron Seeking Stiff Carbon Costs to Avert Climate Change.
Emmanuel Macron reached out to Germany to establish a common
price floor for carbon dioxide emitted by power utilities as the
French president seeks to strengthen his alliance with Angela
Merkel after the U.S. decided to exit the Paris climate accord,
according to people familiar with the matter.

Cap and trade funds electric vehicle car share for the poor. An
electric vehicle car-share program launched Friday in Los Angeles
is funded in part by $1.67 million in revenue from California's
cap-and-trade program for greenhouse gas emissions. The BlueLA EV
system will run in low-income communities: portions of the LA
neighborhoods of Westlake, Pico-Union, Koreatown, Echo Park and
the city's downtown.

AIR POLLUTION

Scientists may have just found an unexpected new threat to the
ozone layer. Severe storms over the central United States may be
posing bigger problems beyond bad weather. New research suggests
that frequent summertime storms in the Great Plains region could
be depleting the protective ozone layer in the upper atmosphere,
putting humans at increased risk of unhealthy exposure to
ultraviolet radiation. And some scientists believe that climate

Air pollution more harmful to children in cars than outside,
warns top scientist. Children are at risk of dangerous levels of
air pollution in cars because exposure to toxic air is often far
higher inside than outside vehicles, a former government chief

Health Effects of Oil and Gas Emissions Investigated in Texas.
Focus is on benzene, volatile organic compounds and other
chemicals within a half-mile of production wells. Lucas Jasso,
66, has seen a lot of changes in Karnes County, Texas, since oil
and gas companies first began flocking to his part of the state
