arbcombo -- May 8th Public Workshop on ARB’s Carbon Capture and Sequestration Program

The California Air Resources Board (ARB) invites you to participate in a public workshop on ARB’s Carbon Capture and Sequestration (CCS) program. Carbon capture and sequestration can reduce lifecycle carbon emissions from fuels by capturing and sequestering CO2 from fuel production. However, currently CCS projects cannot participate in ARB’s Low Carbon Fuel Standard (LCFS) program. Staff is currently developing amendments to the LCFS regulation. As part of these amendments we plan to include provisions and requirements for how CCS projects can participate in the LCFS. At this workshop, ARB staff will present an overview of activities taken by the CCS program in 2016, and an initial concept of a Quantification Methodology (QM) and Permanence Protocol for CCS. Background: Carbon capture and sequestration (CCS) is an important strategy to reduce greenhouse gas (GHG) emissions and mitigate climate change. CCS is a process by which large amounts of carbon dioxide (CO2) are captured, compressed, transported, and sequestered. ARB is currently developing a quantification methodology for CCS. As with other QMs, the CCS QM may be adopted for use in the Cap-and-Trade and Low Carbon Fuel Standard programs as determined appropriate in rulemaking(s) specific to these programs. Studies by the Intergovernmental Panel on Climate Change (IPCC) and the California Council on Science and Technology (CCST), have shown that CCS has the potential to reduce carbon emissions by millions of metric tons, and may be an integral part of meeting California’s long term climate goals.
