arbcombo -- Car Sharing and Mobility Options Pilot Project Grant Solicitation for Fiscal Year 2016-17

The California Air Resources Board (CARB) is pleased to announce a grant solicitation for applicants to implement the Car Sharing and Mobility Options Pilot Project for Fiscal Year 2016-17. This is one of a suite of CARB funded pilot projects that, together with committed partners, are employing innovative solutions to bring the benefits of clean transportation to disadvantaged communities that are most impacted by pollution. The current funding available for this solicitation is $6 million with a funding split of $4.5 million for larger projects of up to $2.25 million each and $1.5 million for small projects of up to $750,000 each. This pilot project is funded by the Low Carbon Transportation program and is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas (GHG) emissions, strengthening the economy and improving public health and the environment—particularly in disadvantaged communities. The Car Sharing and Mobility Options Pilot Project will be a partnership between CARB and one or more Grantees that are selected via a competitive solicitation process. The solicitation is open to federal, State, or local government entities, non-profit organizations, and California Tribes. Projects must be placed in and provide benefits to eligible Disadvantaged Communities. Applications are due to CARB no later than 5:00 p.m., Monday, May 22, 2017. Background: The Car Sharing Pilot Project provides funding for advanced clean car sharing fleets in disadvantaged communities to offer an alternate mode of transportation and encourage the use of clean cars. The project will provide Greenhouse Gas (GHG) and criteria pollutant emission reduction benefits to specific disadvantaged communities and will be used to gather data that could help support larger scale advanced technology car share programs. Eligible disadvantaged communities are identified by the California Environmental Protection Agency’s California Communities Environmental Health Environmental Health Screening Tool (CalEnviroScreen 2.0) that assesses all census tracts in the State to identify areas disproportionately burdened by and vulnerable to multiple sources of pollution. Eligible project types include traditional car sharing models as well as vanpooling and other mobility options.
