Please make the global warming regulations as tough as possible. Some thoughts: 1) CARB should include as many sources as possible in a cap-and-trade system, ideally so that at least 80% of California's global warming pollution would be under a cap-and-trade system by 2020. 2) CARB should require California's local air districts to develop ISRs to control emissions from new developments. 3) I support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020.
