Improving and protecting air quality are dauntingly complex tasks, but there are three things that are especially vital: 1) Cap and Trade -- to be effective, as many sources as possible need to be included; the draft's proposal of putting 80% of our global warming pollution under a cap-and-trade system by 2020 is commendable. 2) Renewable Portfolio Standard -- CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020 is also commendable. 3) Indirect Source Rule -- new development projects create emissions during construction and operation; CARB should require California's local air districts to develop ISRs to control emissions from new developments
