Subject: A.B. 32 Scoping Plan
Comment:
I am proud to be a fourth-generation Californian. I was even
prouder when our governor signed the most rigorous,
forward-thinking and usable global warming law in U.S. history,
A.B. 32. I understand that since then, the CARB has been hard at
work on a blueprint of policies and measures needed to cut global
warming pollution by 30% by 2020, as required by this law.

The following three issues are extremely important to California's
future and to our state's groundbreaking efforts to fight global
warming:
1 - We need a well-designed cap-and-trade program. CARB should
include as many sources as possible in a cap-and-trade system. I
support CARB's preliminary thinking that 80% of California's
global warming pollution would be under a cap-and-trade system by
2020.
2 - We need an Indirect Source Rule to control emissions from
development projects.
I urge CARB to require California's local air districts to develop
ISRs to control emissions from new developments.
3 - We need a new Renewable Portfolio Standard to increase clean
energy in our state. Since California's current RPS target is 10%
by 2010, I support CARB's preliminary recommendation that the
state immediately adopt a 33% RPS by 2020.
