I urge you to keep California a leader in the effort to curb climate change. In particular, I urge you to nclude as many sources as possible in a cap-and-trade system. Your idea that 80% of California's global warming pollution would be under a cap-and-trade system by 2020 is a good one. Also, please require California's local air districts to develop ISRs to control emissions from new developments. Finally, I support your preliminary recommendation that the state immediately adopt a 33% RPS by 2020. Keep going in this important direction!
